INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to negotiate, on a sole source basis, a contract for the acquisition of an ECP for the Taiwan P-3C WST to CAE USA (hereinafter �CAE�), Tampa, FL, under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1. CAE is the Original Equipment Manufacturer (OEM) for the required software for the P-3C Taiwan WST ECP effort and is the only known source capable executing the requirement while ensuring the integrity of the training is not compromised. In order to comply with PGI 206.302-1 the Government is seeking information on the availability of potential comparable sources to provide the P-3C Taiwan WST ECP to the fleet.� Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. � The expected period of performance of the anticipated contract is approximately 12 months from contract award. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PLACES OF PERFORMANCE This ECP is for a fielded Taiwan P-3C WST training device located in Taiwan that will require onsite support. PROGRAM BACKGROUND & REQUIRED CAPABILITIES In 2011, CAE was awarded a delivery order under Training System Contract III (TSC III) to deliver the Weapon System Trainer (WST) to Taiwan. NAWCTSD is tasked by the Naval Air Systems Command (NAVAIR) PMA-290 Program Office to satisfy the requirements for the Taiwan P-3C WST ECP. The primary function of the Taiwan WST is to provide operational readiness level training for the Taiwan P-3C aircrew in the performance of the Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), and Intelligence, Surveillance, and Reconnaissance (ISR) tasks. The required modifications will include the WST Digital Stores Management System (DSMS) PR Resolution, Digital Stores Management System (DSMS) Harpoon Constants Engagements Update, WST weapon systems malfunctions, WST Problem Reports, Input/Output (I/O) chassis update, and Common Acoustic Simulation Environment (CASE) update, to the fielded Taiwan P-3C WST training device located at Pingtung Air Force Base, Taiwan.� The Taiwan P-3C WST is designated as WST device (S/N 1). Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government�s requirement.� NAWCTSD intends to negotiate, on a sole source basis, a contract for Taiwan P-3C WST ECP to include the following: WST Digital Stores Management System (DSMS) PR Resolution; Digital Stores Management System (DSMS) Harpoon Constants Engagements Update; WST weapon systems malfunctions; WST Problem Reports; Input/Output (I/O) chassis update; and Common Acoustic Simulation Environment (CASE) update Respondents should clearly describe the following high-level capabilities: The method in which the respondent intends to obtain CAE propriety source code within a reasonable price and schedule; or if an alternative solution is proposed, the respondent shall include a price estimate for the integration of the alternative solution within the P-3C Taiwan WST trainers as well as any associated schedule impacts. Demonstration of requisite P-3C Taiwan WST trainer knowledge, experience and technical expertise to include: Design, development, integration, installation and testing of new functionalities incorporated into the P-3C Taiwan WST trainers. Providing P-3C Taiwan WST trainer support (hardware, software, documentation) as required to retain training capability throughout life cycle.� � ELIGIBILITY The applicable NAICS code for this requirement is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing). The Product Service Code (PSC) is 6910 (Training Aids). Small businesses can inquire with the CAE USA Small Business Liaison, Mr. William Rozell, via email at William.Rozell@caemilusa.com, for possible subcontracting opportunities; small businesses interested in subcontracting/supplier opportunities are also encouraged to notify the Government POC identified below as well as the NAWCTSD Small Business Deputy Leslie Faircloth at leslie.a.faircloth2.civ@us.navy.mil. SUBMISSION DETAILS In doing so, interested sources must submit detailed technical capabilities, ability to obtain Taiwan P-3C WST technical data, and any other information that demonstrates their ability to meet the needs of the Government.� Sources must also provide a detailed cost breakdown that supports the technical submission. Detailed capabilities must be submitted by email to Evan Denove at evan.t.denove.civ@us.navy.mil, and Nysa Hernandez at nysa.m.hernandez.civ@us.navy.mil in an electronic format that is compatible with Word 2016, no later than close of business 22 December 2022.� All information shall be furnished at no cost or obligation to the Government.� Responses shall be limited to no more than TEN (10) pages of technical content along with a separate cost breakdown structure.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� This sources sought notice is not to be considered a request for quotations or proposals.�� No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and is more advantageous to the Government.� If no affirmative written response is received, a sole source award for the procurement of a Taiwan P-3C WST ECP will be pursued. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
