UPDATE 2: 7 Dec 2022 Revised PWS is attached.� UPDATE 1: 30 Nov 2022 The Performance Work Statement (PWS) has been removed from the Sources Sought Notice to be amended. A notice will be posted when the revised PWS is finalized. SOURCES SOUGHT ANNOUNCEMENT � Introduction: The 763d Enterprise Sourcing Squadron (763 ESS), 510 POW/MIA Drive, Scott Air Force Base, Illinois, 62225-5022, United States Air Force, is seeking potential sources capable of providing face-to-face individualized mindful/resiliency training workshops. Air Mobility Command (AMC) requires a capability that provides experience-based mentoring, teaching, training, advice and recommendations to senior military officers, staffs, and students as they develop and sustain resilience programs, events, and activities in support of Airmen and Families and their well-being. The AMC Commander refers to this capability and mind set as �Warrior Heart�. The Contractor shall provide consultation around the development of the Warrior Heart culture training, resource development for AMC airmen to include a comprehensive Warrior Heart training program to introduce the Warrior Heart culture to the command, and a high-performance mindset training course geared towards AMC leadership personnel who operate in a high-stress environment. Training will focus on building wellness, performance, and mental strength through developing mental skills and teaching principles of mindset to strengthen and motivate positive cognitive thinking. The workshops and training will focus on skill sets that train the mind to lean toward positive coping during adversity and challenge with an emphasis on resiliency related training, as opposed to maladaptive coping.� The Contractor will facilitate fifteen (15) two-day training events per year at the following locations: ten (10) AMC installations per year (AMC installations include MacDill AFB, FL; Little AFB, AR; McConnell AFB, KS; Travis AFB, CA; McChord AFB, WA; Andrews AFB, MD; Fairchild AFB, WA; McGuire AFB, NJ; Dyess AFB, TX; 375 AMW, Scott AFB, IL; 618 AOC, Scott AFB, IL; Hqs AMC, Scott AFB, IL; Dover AFB, DE; Joint Base Charleston, SC; Pope Airfield, NC; Joint Base Hickam, HI; Ramstein AB, GE; locations to alternate bi-annually), two (2) at AMC PHOENIX RALLY (locations to be determined), two (2) at HQ Air Mobility Command (Scott AFB, IL) and one (1) at the Airlift/Tanker Association Annual Conference. This is a Sources Sought Notice to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Business (SDB), Small Business Administration Certified 8(a) Business (certified 8(a)); Historically Underutilized Business Zone (HUBZone)Business; Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB)) to provide the required products and/or services. CONTRACT/PROGRAM BACKGROUND: Contract Number: TBD Contract Type: Firm-Fixed Priced (FFP) Incumbent and their size: N/A � this is a new service Method of previous acquisition: N/A Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will be a one-year base period, with one-year option period. REQUIRED CAPABILITIES: In-depth experience in human performance under high-stress situations; educational background in strategic health and human performance; experience consulting with DoD and DAF, with a specific understanding and background in Mobility Air Force operations is preferred. Contractors are welcome to provide comments on the proposed Performance Work Statement and NAICS code. The workshops should focus on resiliency related training. SPECIAL REQUIREMENTS: NA NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611430 - Professional and Management Development Training, with the corresponding size standard of $13M.� To assist the 763d ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. �This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative, business title and email; Large or Small Business Size and Type of Small Business (if applicable); Commercial and Government Entity (CAGE) Code; System for Award Management Unique Entity Identifier (SAM UEI); Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE III, General Service Administration (GSA), GSA One Acquisition Solution for Integrated Services (OASIS), National Institute of Health (NIH), National Aeronautics Space Administration (NASA) Solution for Enterprise-Wide Procurement (SEWP), Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.� (This information is for market research only and does not preclude your company from responding to this notice.)
