- Request for Information (RFI) Statement of Objectives For Design-Build (SOO) Multimedia mission-based turnkey System Solution Building 90, Eglin AFB, FL Estimated Award Date: 15 Feb 2023 with a projected install date beginning April 2023. The government requirement is for a comprehensive multimedia mission-based turnkey solution. Design, build, install, provide maintenance/support, turnkey solution. At proposal phase, a pre-design site visit shall be scheduled. Multimedia mission-based solution focus: Research, Development, Test and Evaluation (RDT&E) facility test environment, laboratories, conference rooms, collaboration rooms and training spaces. The solution shall be a comprehensive full-facility multimedia collaborative environment where multi routed video and audio signals can be presented and represented in any room either simultaneously or individual at any time. Solution shall have commonality of operation throughout the facility. The system solution shall be installed in a new test facility under construction at Eglin AB, FL. The building design drawing references are outlined below. Reference Cyberspace Test Group Facility, Eglin AFB, FL Engineer Drawing FTFA 16-3007, to be sent via DOD-Safe (drawings provided on request). Use the facility drawings for reference, key drawings listed below provide key information for the multimedia solution. Specific requirements are identified under the technical requirements section of this SOO and utilize the entire FTFA 16-3007 for guidance. Key Drawings: Volume 1 of 2 I-109: Amendment 0005, First Floor Furniture Plan � West, 14 May 2020 I-110: Amendment 0005, First Floor Furniture Plan � East, 14 May 2020 I-111: Amendment 0005, Second Floor Furniture Plan � West, 14 May 2020 I-112: Amendment 0005, Second Floor Furniture Plan � East, 14 May 2020 Other drawings will provide key information for the A/V solution Key Drawings: Volume 2 of 2 TA001 � TA301, Audio Visual, 14 May 2020 Other drawings will provide key information for the solution Multimedia Mission-Based Solution Design Build Technical and Functional Minimum Requirements Terminology Flat Panel (FP) Monitor = Display Basic Connectivity: ability to simply take a single image source and present it on the wall mounted display (using any input method, HDMI, DP, DVI, VGA, etc.) CFCI = Contractor Furnished Contractor Installed (Building General Contractor) GFGI = Government Furnished Government Installed (via Multimedia Contractor) Multimedia contractor will only provide GFGI items identified on this SOO with specific specifications identified � Goals To be able to effectively collaborate using both audio and video utilizing video routing from a number of inputs to various outputs (data walls, independent monitors, etc.) To be able to conduct both unclassified and collateral meetings using the system display technology. To provide the flexibility to include auxiliary connections into the system (inputs) for non-fixed locations. To provide connectivity to diversely designed collaboration spaces where fixed furniture is not a guarantee. Common Criteria Design to Intelligence Community Directive Number 705 (ICD-705) Drawings T-111, T-121 expose security boundaries Solution for this contract shall be based on DoDIN Approved Products List https://aplits.disa.mil/ Turnkey solution, to include installation, support, and warranty Mission-Based Capabilities driven Limitation: Government furnished infrastructure / rough-in to include monitor wall blocking, power, and connectivity points as referenced in the drawings. Multimedia solution vendor shall connect to existing electrical power Raised floor / ceiling style: reference drawing locations Monitors shall be 4K (3840x2160) @ 60Hz minimum No image retention No wireless technologies (WIDI, WIFI, Bluetooth) Connectivity to the multimedia solution shall have inputs to any display / data wall providing the ability to connect the following methods through video routing: HDMI/ARC, DP, DVI, VGA CATV All multi-function rooms when more than one monitor is present shall have a media controller Training: Provide end user and administrator training Multimedia solution shall include equipment rack for necessary components Cameras included as part of the solution shall be movable. Speaker and microphones: Provide for all rooms. Microphones and speakers: provide ability to mute Provide all multimedia wall plate covers (AV, AV MB) (ref TA301) Shall be white Shall include connection points Data wall configurations shall be seamless *Whips refer to multi-cable input sources to the multimedia solution from a source through a single sleeve cable.� Multimedia solution equipment shall be protected via UPS/Surge protection Refer to specific requirements for monitor hardware configuration information� Delivery FOB, Destination: Eglin AFB, FL 32542, Building 90. Rooms 136, 139, 144C, contain acoustical panels (A17) hung on the wall surface that may need to be removed or altered to accommodate the installation of the monitors.
