- Final Request for Proposal (RFP), Solicitation No. 80GSFC22R0025, for the Geospace Dynamics Constellation (GDC) Spacecraft You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center�s Geospace Dynamics Constellation Spacecraft (GDC Spacecraft) solicitation. The principal purpose of this requirement is to provide the design, development, test, and support operations for six GDC spacecraft. The contractor will manage the technical requirements and successfully perform spacecraft integration and testing across all planned spacecraft, as well as manage flight spares. The contractor will support GDC mission operations throughout programmatic Phases D, E, and F. This will consist of commissioning checkout activities, software maintenance, anomaly resolution, and possible directed end of mission reentry burn activities. NASA will conduct this acquisition as a full and open competition.�This competitive acquisition will result in a Cost-Plus-Award-Fee (CPAF) contract. The contract will have a total potential period of performance of approximately nine (9) years (programmatic phases A through F, with an anticipated launch readiness date of not later than January of 2029). The anticipated contract award date is during October of 2023. The contract will be performed offsite at the Contractor�s facilities and periodic temporary locations (such as the spacecraft launch site). Potential Offerors shall be advised that this solicitation contains Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) sensitive information available to U.S. entities only, per Title 22 of the Code of Federal Regulations (CFR), Parts 120-130 (see https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M). You are referred to 22 CFR 120, the International Traffic in Arms Regulations (ITAR), to determine if you are eligible to receive these restricted drawings. To obtain the EAR and ITAR documents, potential Offerors shall demonstrate that they meet the criteria per 22 CFR 120 by submitting a certification, on company letterhead and signed by an authorized official, stating that they are a U.S. entity that meets the criteria per the ITAR at 22 CFR 120.15. Prospective offerors shall also submit a Non-Disclosure Agreement stating that they will adhere to all U.S. export control regulations concerning the restricted data. The certification and non-disclosure shall be emailed to Spencer W. Hurd at spencer.w.hurd@nasa.gov. Once cleared, the Contracting Officer will make the EAR and ITAR documents available to the potential Offeror. This RFP does not commit NASA Goddard Space Flight Center to pay any proposal preparation costs, nor does it obligate NASA Goddard Space Flight Center to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
