- The purpose of this amendment to solicitation is to include Brand Name Justification IAW FAR 13.106-1 and 5.102. DEPARTMENT OF VETERANS AFFAIRS Brand Name Justification IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:_36C776-23-AP-0348 Contracting Activity: Department of Veterans Affairs Program Contracting Activity Central, Independence, Ohio Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement requires the use of CrossFit-Brand Certified Level 3 instructors and judges trained in Adaptive Functional Fitness. The requirement will be competed as a 100% set-aside for SDVOSB vendors VA s Office of National Veterans Sports Programs and Special Events provides Veterans with opportunities for health and healing through adaptive sports and therapeutic art programs. Adaptive Functional Fitness (CrossFit style) is defined a high-intensity fitness program incorporating elements from several sports and types of exercises and modified for individuals with disabilities and those requiring modifications from a standard CrossFit program. Adaptive Fitness movements are safe, essential, and natural functional movements that athletes need to continuously work on to maintain or regain functional capacity. The Adaptive Division for a CrossFit competition is defined by the following areas: Upper Extremity Impairment Neuromuscular Impairment Lower Extremity Impairment Seated Athletes (Class 2; athlete has hip function) Short Stature Seated Athletes (Class 1; no motor function of the hip) Visual Impairment Intellectual Impairment (cognitive impairment) Senior Athletes Each athlete is provided with a sport specific classification. Classification is the basis for creating a fair competition that will ultimately distinguish the top performing athlete and not the athlete with the least adaptations/modifications needed. Adaptive CrossFit instructors have additional education, training, and certification to provide this service. To meet its mission, NVSP&SE requires a contract for services that include knowledgeable and trained instructors and providers with minimum of 3 years professional experience related to accessibility and inclusion of Adaptive Functional Fitness (CrossFit) working with individuals with physical disabilities who use a wheelchair for sports such as spinal cord injury, amputation, multiple sclerosis and other neurological physical disabilities, and Veterans with visual impairments, traumatic brain injury etc. Adaptive Functional Fitness classification and adaptive fitness training: -for people with disabilities specific to the sport classification. -planning, operating, and judging Adaptive Functional Fitness Competitions (CrossFit-type). -providing both in person and virtual Adaptive Functional Fitness Competitions (CrossFit-type). -providing face to face and online education and training in Adaptive Functional Fitness (CrossFit- type). -experience with eligibility requirements for the CrossFit-type adaptive divisions Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: CrossFit is an international organization dedicated to improving health, happiness, and performance through nutrition and exercise. CrossFit is founded on the first precise, scientifically rigorous definition of fitness, and the methodology produces observable results that can be measured and replicated. CrossFit organization develops and maintains a certification program to meet the internationally recognized standard for personnel certifications ISO/IEC 17024:2012 Conformity assessment General requirements for bodies operating certification of persons. This training is required. Also, CrossFit organization sets the standards for national and international fitness competitions to include qualifying events to compete in CrossFit branded events. CrossFit is the world s leading platform for fitness and health. CrossFit s mission to improve health and fitness through education, research, philanthropy and advocacy falls in line with the VA s core values. A CrossFit Certified Level 3 trainer (CF-L3) is necessary because of the standards to provide evolving and relevant training criteria to best train athletes. The CF-L3 requires trainers to pass the Certified CrossFit Trainer (CCFT) examination to be a candidate to apply for a CF-L3 trainer. CF-L3 trainers to maintain 300+ direct coaching hours required, plus 50+ CEUs that need to be renewed every 3 years. Lesser training certifications consist of a participation certificate that does not adequately demonstrate the trainer s ability to demonstrate advanced coaching/training knowledge. Adaptive & Inclusive Training (AIT) Certification is required to ensure that all trainers are educated on the following topics featured in this exclusive training course: Disability awareness and appropriate language, adaptive equipment, safety and training considerations, exercise adaptations, common impairments awareness and accessibility. Each of these items are required to safely facilitate Adaptive Functional Fitness competitions within the NVSP&SE Office. Description of market research conducted and results or statement why it was not conducted: Market Research to identify sources capable of providing this service resulted in a minimum of two SDVOSBs stating their capability and interest in providing Adaptive Function Fitness services. Additionally, NVSP&SE has conducted in depth market research regarding the standards for the qualifications and requirements of services that providing Adaptive Functional Fitness (CrossFit- type) competitions and training both in person and on demand. This market research is based on professional knowledge of the Adaptive Functional Fitness industry and past performance. As a result of above market research, this acquisition will be solicited as a SDVOSB set-aside with instructors and judges being level-3 CrossFit certified. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
