- Description
- In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis, posted by the United States Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Component Procurement Officer on behalf of the FEMA Resilience, Federal Insurance & Mitigation Administration (FIMA), Risk Management Directorate for support for its Flood Map Amendment Services (FMAS) Program. Under the FMAS support contract, the �Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to process Letters of Map Amendment (LOMAs); Letters of Map Revision Based on Fill (LOMR-Fs); Conditional Letters of Map Amendment (CLOMAs); Conditional Letters of Map Revision Based on Fill (CLOMR-Fs) and Letters of Determination Review (LODRs); and to perform eLOMA audits, as defined in the attached Performance Work Statement. This acquisition will be conducted as Small Business Administration (SBA) �8(a) �competitive procurement in accordance with procedures in FAR Part 15 Contracting by Negotiations.� � The solicitation will be made available via the publicly accessible on-line Government Point of Entry (GPE) System for Award Management (SAM.gov) at http://www.sam.gov in early January 2023 with proposals anticipated to be due roughly 30 calendar days later.� A Firm Fixed Price (FFP) contract type award is anticipated.� Award will be based on best value using trade-offs. The corresponding North American Industry Classification System (NAICS) code for this requirement is 541990 for All Other Professional, Scientific, and Technical Services and the corresponding Product Service Code (PSC) is R408 for Support-Professional: Program Management/Support.� � The 5-year Period of Performance is expected to consist of a one-year base period and four(4) option periods with an end date, including all options if exercised in the last quarter of 2028. This is a follow-on requirement, so there is an incumbent contractor: North Wind Consulting LLC, Contract Number 70FA6020C00000002. A Request for Information (RFI) for this FMAS requirement was posted on SAM.gov on March 14, 2022, under notice FMAS20221.� DHS� Acquisition Planning Forecast �number is APFSF2022058293, was published �to the Acquisition Planning Forecast System (APFS) (see https://apfs-cloud.dhs.gov)� on May 16, 2022. No response is required because of this pre-solicitation notice/synopsis; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency once the final solicitation is released. Finally, this pre-solicitation notice/synopsis does not commit the Government to the issuance of a solicitation or award of a contract.� No paper copies of the solicitation will be available.� No phone calls or facsimile transmissions will be accepted.
