Description
SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Notice for planning purposes only. Through this Sources Sought Notice, Norfolk Naval Shipyard (NNSY) seeks capability statements from interested qualified sources for an anticipated Firm Fixed Price (FFP) type action under the North American Industry Classification System (NAICS) code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. This Sources Sought Notice is a means of conducting market research to identify interested parties with the resources to support a requirement for providing management, material support services, labor, supplies, and equipment deemed necessary to perform repairs to the CO2 Burners and Scrubbers onboard a Los Angeles Class Submarine. The projected Period of Performance (POP) for the anticipated requirement is a twelve (12 month base period) with the potential for an additional six (6) months period under FAR Clause 52.217?8). The results of this market research will assist in the determination of the appropriate procurement methods. However, a determination by the Government not to compete this anticipated contract action is solely within the discretion of the Government. If a solicitation is released, at a future date, it will be synopsized on the sam.gov website. Also, if a future solicitation is issued, note the information within this Sources Sought Notice (including its attachments) may possibly be updated and/or changed prior to synopsis/ solicitation. It is the responsibility of any interested offeror to monitor this sam.gov for additional information pertaining to this anticipated requirement. (Note: any prospective Contractor must be registered in the System for Award Management (SAM) in order to be eligible for any prospective award. Information concerning SAM registration is located at https://www.sam.gov.) There is no solicitation at this time. This is not a request for proposals nor a pre?solicitation announcement. This Sources Sought Notice is a request for capability information and does not constitute a request for proposals. Submissions in response to this Sources Sought Notice are purely voluntary. The Government assumes no financial responsibility for any costs incurred; responders are advised that the U.S. Government will not pay for any submission or administrative costs incurred in response to this Sources Sought Notice; all costs associated with responding to this Sources Sought Notice will be solely at the interested party�s expense. Not responding to this Sources Sought Notice does not preclude prospective participation in any future requests for proposals, if any is issued. Information Requested from Industry: At this time, the Government is not requesting technical/management proposals, only capability information that will be utilized as market research to develop the anticipated acquisition strategy and solicitation. Please review the attached draft SOW, (Attachment I). If you are interested in performing the services outlined in Attachment I and your organization has the capacity to perform these services, please provide the following information: 1. Organization name, address, email address, web site address, telephone number, Contractor and Government Entity (CAGE) Code, DUNS number, point of contact (name, phone number, e?mail), company�s business size, type, and status as defined by the Small Business Administration (SBA) under the applicable NAICS code (811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.). 2. Provide your capability information. Your capability information should be a detailed typewritten report describing your interest, ability and capability to satisfy the requirements set forth in the draft SOW (Attachment I). Do not simply reiterate or duplicate the information set forth in the draft SOW, but rather, your capability statement shall demonstrate your company�s capability to perform the tasks and particularities of this effort (as noted in the Attachment I) with appropriate detail and supporting documentation. Explain how your organization has the necessary body, experience, accounting and operational controls, and technical skills or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to services to be performed by the prospective Contractor and Subcontractors). 3. All interested and capable businesses are encouraged to respond. If you are a small business, (as defined by the SBA under the applicable NAICS code (811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.)), please provide a description of your business size (ex. Small Business, Small Disadvantage, 8(a), Hubzone, Woman?owned and/or Veteran?owned). If you are an 8(a) Contractor, please submit your current documentation verifying Small Business Certification and active enrollment in the 8(a) program. If you are proposing as an 8(a) Mentor Prot�g�, please indicate the percentage and type of work to be performed by the prot�g�. 4.Identify any anticipated subcontracting or teaming arrangements (including any foreign organizations), applicable to the fulfillment of this projected requirement (Attachment I), and address the administrative and management structures of such arrangements. 5. Explain anticipated compliance with FAR Clause 52.219?14 � Limitations on Subcontracting. Market research results will assist the Government in determining the appropriate procurement method for potentially acquiring the services described in Attachment I. Sufficient demonstrated interest and capability among Small Business Contractors may indicate, in accordance with appropriate regulations, that a small business set?aside is appropriate, thus interested parties should consider providing specific details on their compliance with FAR Clause 52.219?14. 6. If Subcontractors are anticipated, provide projected percentage of effort and key elements that would likely to be subcontracted and whether small or large businesses (as defined by the SBA under the applicable NAICS code (811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.)) will be used as a Subcontractor for the respective element. 7. If this effort is not set?aside for small business, small business utilization may perhaps be considered. Interested parties should state the reasonably expected small business utilization as a percent of total contract value as well as supporting rational for the recommended percentage. 8. Consider explaining whether your company has a satisfactory performance record for the type of work required. Provide examples of relevant and recent (within three (3) years) past performance. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Submission Instructions: Interested parties who consider themselves qualified to perform the services, as described in Attachment I, are invited to submit a response to this Sources Sought Notice by 12:00PM on December 14, 2022. All submissions must be emailed to Kenny Dietz, NNSY Contracts Specialist at kenneth.a.dietz.civ@us.navy.mil. Submissions are limited to fifteen (15) letter sized (8.5� x 11�) single?sided typewritten pages (incl. cover page, charts and all attachments). Submissions must be typewritten in no less than single spaced, 12pt font size (excluding charts and graphics). No hard copy submissions shall be accepted. Telephone or fax inquiries will not be accepted or acknowledged. If you have any questions concerning this Sources Sought Notice, please submit all questions by e?mail correspondence to Mr. Kenny Dietz at kenneth.a.dietz.civ@us.navy.mil. Respondents are advised that the Government is under no obligation to acknowledge receipt of the industry submissions. No feedback or evaluations will be provided to companies regarding their submissions. Information and materials submitted in response to this Notice will not be returned. Do not provide any proprietary, classified, confidential, or sensitive information in any response to this Sources Sought Notice. This request is for market research purposes only and is issued to assist the Government in determining capable Contractors who can provide the required services. There is no commitment by the Government to issue a solicitation, make an award, or bear any monetary responsibility for any costs incurred by industry in respect to a response to this Sources Sought Notice. Information provided in response to this Sources Sought Notice announcement will not be considered an offer by the responding Contractor and cannot be accepted by the Government to form a binding contract.
