The objective of this presolicitation notice is to (1) invite interested contractors to discuss information that allows USACE to advise them of their potential to be viable competitors for this acquisition; (2) improve interested competition contractors understanding of USACE�s requirements; and (3) improve USACE�s knowledge of industry capabilities. 1. Description: The project is located within the Royal Saudi Naval Forces (RSNF) King Abdulaziz Naval Base (KANB) in Jubail, Kingdom of Saudi Arabia (KSA).� KSA has a requirement for a design bid build RFP to construct piers, wharf, fueling, maintenance, operations, and warehousing facilities, and associated site work and utilities necessary to support the introduction of 4 Multi-Mission Surface Combatant Ships (MMSCs) to the Royal Saudi Naval Forces (RSNF) at King Abdulaziz Naval Base (KANB) in Jubail, KSA.� This work shall be done according to the design documents including plans and specifications provided herein. In addition, all construction and other associated efforts shall be done in accordance with local building codes and internationally recognized standards with respect to safety and general construction, and as described in these documents. USACE anticipates awarding one firm-fixed price contract to the contractor whose proposal submitted in response to the solicitation represents the best overall value to the Government utilizing FAR 15.101-1 � Tradeoff process. Set Asides and Codes: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference exist for this solicitation. This effort is classified through the North American Industry Classification System (NAICS) Code: 236220, �Commercial and Institutional Building Construction.� All offerors must have an active registration in System for Award Management (SAM) under this NAICS code to be considered for award. Please note, this presolicitation notice and its attachments are not a request for proposals. No source selection will be done on any submissions that are made in response to this invitation. A solicitation will be issued as projected below. 2. Tentative Timeline: USACE�s projected timeline for this procurement is as follows: � � �a. Advisory multi-step & presolicitation notice:����� ������������������ issued July 11, 2022 In accordance with FAR 15.202 advisory multi-step process, USACE requests electronic responses from interested contractors by July 19, 2022. See paragraph 4 below for more information. � � �b.�Draft Request for Proposal issued:���������������������� ��� �������on or about July 19, 2022 � � �c. Final Request for Proposal issued:�������������������������� � �on or about August 22, 2022 � � �d.�Presolicitation conference:��������������������������������������������������������� 26 and 27 July, 2022 A presolicitation conference has been scheduled for 9:00AM to 3:00PM, 26-27 July 2022.� Contractors are limited to two personnel per company. Names of attendees are due are no later than Close of Business, Eastern Daylight Time (EDT) 18 July 2022. USACE does intend to facilitate a site visit.� Details regarding the site visit will be provided via final Request for Proposal. � � �e.�Proposals due:��������������������������������������������������������� on or about October 3, 2022 � � �f.�Scheduled Contract Award:�������������������������������� on or about December 15, 2022 3. Information requested: USACE requests the following information from interested contractors in order to determine their potential to be viable competitors in this planned acquisition. � � �a.�Critical tasks to success. USACE has identified experience in the below critical core tasks to be a major determining factor in the success of this project. Contractors are asked to provide examples of projects demonstrating their experience in managing and completing each of the minimum tasks below along with the date of completion. Contractors should also provide a brief description (no more than 2 pages total) explaining your firm�s management approach of how the contractor would accomplish these critical tasks should it be the successful awardee. Contractors are also asked to describe if this capability to complete these critical tasks exists in- house, or if a teaming arrangement would be required. Finally, contractors without experience in these critical tasks should describe how they plan to mitigate the risk associated with completing those tasks successfully. NOTE: The specific design requirements will be identified in the forthcoming solicitation. Construction of Wharf and Harbormaster Control Tower and required pavements and infrastructure including connections to existing pavements and utilities. Construction of Two (2) Piers and required pavements and infrastructure including connections to existing pavements and utilities. Construction of maintenance facilities for the ships including the Shiplift, Maintenance Table, Tuwaiq Ships Maintenance Facility, Calibration Lab, Module Test and Repair (MTR) Facility and required pavements and infrastructure including connections to existing pavements and utilities. Construction of warehouse facilities for munitions and ship parts storage including the Naval Supply Center (NSC) Warehouse, Ship Repair Facility (SRF) Warehouse, Four (4) Earth Covered Magazines (ECMs), and SRF HAZMAT Storage as well as the required pavements and infrastructure including connections to existing pavements and utilities. Construction of fueling system facilities to support fueling/defueling operations including the Fuel Systems Pump House, On/Offload Facility, Fuel Piping Network, as well as the required pavements and infrastructure including connections to existing pavements and utilities. � � �b.�Construction Experience. Due to the compressed schedule required of this project, USACE is requesting contractors submit successful completion of a major construction project. The scope of this project should include a value of at least $200M U.S. Dollars, have been started and completed within a 24 month timeframe, and occurred within the past five years. In no more than 1 page, describe the project scope, dollar value, schedule, what portions comprised of 10% or more of work was completed by subcontractors. � � �c. Cost Estimate and Period of Performance. � � �(i) Based on the design package provided by the designer of record, contractors are requested to provide an estimated overall cost to complete the entire project to include the base and all options within a period of performance (PoP) of 1,218 calendar days. � � �(ii) Based on the design package provided by the designer of record, USACE requests that contractors also suggest an optimal PoP that results in the lowest overall cost estimate to complete the entire project. Contractors are requested to provide an estimated overall cost to complete the entire project to include the base and all options within the suggested optimal period of performance. A cost savings is expected by balancing the contractor�s efficient application of resources and flexible PoP requirements. NOTE: USACE intends to use the cost estimates/optimal suggested PoP only as a basis in determining the relationship of cost versus an appropriate PoP. Pricing estimates/PoP provided will not be used to commit any offeror to a specific price/PoP. � � �d. King Abdulaziz Naval Base (KANB) Security Requirements. The Multi-Mission Surface Combatant Ships (MMSC) Facility and Infrastructure project will be constructed at King Abdulaziz Naval Base (KANB). The interested contractor should describe its knowledge of the security requirements at KANB, and its plans to comply with these requirements to access the base and the project site (no more than 2 pages total). The interested contractor should specifically discuss any knowledge of, and experience with obtaining access to KANB. The information provided may include any past examples of how the contractor complied with access requirements at KANB, or other bases in KSA. � � �e.�Performance Surety. The contractor that is eventually awarded the contract for this project will be required to furnish a Performance Surety to the U.S. Government. Specifically, the awardee will be required to furnish a performance surety in the amount of 70 percent of the contract price, or $230 million USD, whichever is less. The interested contractor should address its ability to furnish a performance surety, and the method and financial institution by which it plans to do so. To satisfy this surety requirement, contractors may use one of the following three options: � � � � � (i) Submit a Performance Bond on Standard Form 25 in accordance with FAR 52.228-15 Performance and Payment Bonds-Construction and shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, or certain bonds or notes of the United States; or � � � � � (ii) Submit an Irrevocable Letter of Credit in accordance with FAR 52.228-14 Irrevocable Letter of Credit issued by a federally insured financial institution rated investment grade by a commercial rating service. � � �f.�Payment Surety. The contractor that is eventually awarded the contract for this project will be required to furnish a Payment Surety to the U.S. Government. Specifically, the awardee will be required to furnish a payment surety in the amount of 70 percent of the contract price, or $230 million USD, whichever is less. How the information submitted will be used: USACE will evaluate the information provided by interested contractors, submitted in accordance with paragraph 4 above, and assess the level of the contractor�s understanding of (1) the requirements to construct this project at KANB; and (2) the requirements to do business with USACE. USACE will provide a notification advising each respondent in writing regarding its viability as a competitor, or, based on the information the contractor submitted, that it is unlikely to be a viable competitor (including a general basis for that conclusion). Each contractor submitting information in response to the Notice of Invitation to Submit Information will receive a notification from USACE via email no later than August 2, 2022. Notwithstanding the advice provided by USACE in response to the information submitted, all contractors may participate in the resultant acquisition by submitting a proposal in response to the solicitation issued. 6. Participation in this acquisition: This FAR 15.202 advisory multi-step process is entirely independent of the source selection process. Responding to this Notice of Invitation to Submit Information is not a requirement to be considered for award of the contract. Following this presolicitation process, USACE anticipates the release of the draft request for proposal on or about July 21, 2022. 7.
