The MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. The MDA invites any other contractor that reasonably believes it can produce and integrate SM-3 Block IB and SM?3 Block IIA missiles without incurring duplication of costs, and without experiencing delays, to provide a capability statement electronically to Rusty DeSantis, Contracting Officer, at rusty.desantis@mda.mil. Responses to this notice must be submitted no later than 11:59pm Eastern Time, 15 calendar days after the date of this announcement. The government will not reimburse any costs associated with capabilities statements or other correspondence submitted in response to this notice. A determination by the government not to compete this proposed contract, based on responses to this notice, is solely within the discretion of the government. There is not a small business set-aside; however, companies interested in subcontracting opportunities should contact RMD directly.
