The solicitation number is N0060423Q4006 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,250.00 employees. This requirement is a Small Business Set-Aside and only qualified sellers may submit quotes. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, FLC - Pearl Harbor intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC - Pearl Harbor is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at https://marketplace.unisonglobal.com. The NAICS code is 334111 and the Small Business Standard is 1,250 employees. The proposed contract is a 100% set-aside for small business concerns. The Small Business Office concurs with this set-aside decision. The NAVSUP Fleet Logistics Center (FLC), Pearl Harbor (PH) Regional Contracting Office requests responses from qualified Avenview authorized dealer. Delivery Location: Pearl Harbor Hawaii 96860 This requirement will result in a Firm-Fixed Price (FFP) purchase order. Method of payment will be Wide Area Workflow (WAWF). Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Delivery delays that cause a quote to be late are NOT the responsibility of the government agency and such late quotes will not be accepted. Evaluation Criteria: Award decision will be made using the Lowest Priced Technically Acceptable (LPTA) method. The final contract award will be based on a determination of responsibility and the lowest priced technically acceptable offer. Price: Quoters shall submit individual prices for each item and shipping cost. In determining whether a price is fair and reasonable, the Government may use historical data, independent Government estimates in its price analysis, or any other technique permissible by FAR 13.106-3 and FAR 15.404-1(b). Technical: To be rated acceptable, the Quoter must provide all items and be an authorized Avenview reseller. Technical Acceptability will be rated on an ACCEPTABLE or UNACCEPTABLE basis using the ratings in the table below. Technical Acceptable/Unacceptable Ratings Adjectival Rating Description: Acceptable Offer clearly meets the minimum technical requirements of the solicitation. Unacceptable Offer does not clearly meet the minimum technical requirements of the solicitation.
