This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. Description: The Naval Sea Systems (NAVSEA) Command is conducting a market survey through this Sources Sought to identify potential sources capable of manufacturing Over the Horizon � Weapons System (OTH-WS) Encanistered Missiles (EM).� The OTH-WS provides DoD, and the fleet with a Long Range Anti-Ship, Over-the-Horizon Offensive Anti-Surface Warfare (OASuW) capability to counter identified threat gaps by providing the ability to engage surface threats utilizing advanced seeker and guidance systems capable of delivering a mission kill in extremely hostile environments. The OTH-WS can perform as a stand-alone system requiring minimal integration onto ship platforms. A key performance characteristic for the OTH-WS is the ability to be fired without further guidance after launch, such as illumination of the target or wire guidance, and hit the intended target without the launcher being in line-of-sight of the target.� The system consists of an operator interface console, Naval Strike Missile (NSM), and the Weapon System. The NSM is a bank-to-turn missile with an imaging infrared seeker and employs an armor-piercing warhead optimized for anti-surface warfare. The missile components include a missile encased in a firing canister (EMs) consisting of a flight vehicle that is mechanically and electrically connected within the canister. The Missile Launch System includes a Launch Mechanism, Operator Interface, and a Fire Control System. The NSM is also suited for land attack missions due to its ability to climb and descend with the terrain. It was successfully tested in a land-based mobile launcher configuration in 2018 as part of a multination military exercise. In 2019, the U.S. Marine Corps integrated a land-based Naval Strike Missile into its force structure, sharing costs and interoperability with the Navy. The USMC has designated this system as the Ground Based Anti-Ship Missile (GBASM) program and it is entering the system test and operability phase. The program offices are responsible for: the acquisition of OTH WS Missiles and Systems and for integration onto USMC vehicles and platforms, the integration and testing of these systems consistent with USMC directives. The units shall be satisfactorily tested prior to completion or delivery. Sources should be capable of supplying the entire quantity of Encanistered Missiles (EM) under a Firm Fixed Price (FFP) contract, to begin deliveries in FY26. The following yearly quantity requirements are subject to change: FY24: QTY 119 FY25: QTY 126 FY26: QTY 90 FY27: QTY127 Total: QTY 462 The respondent shall provide evidence of the ability to produce the OTH-WS EM (also known as the Naval Strike Missile) in accordance with the qualified Technical Data Package, and that they have personnel trained, skilled, and experienced in handling OTH-WS.
