Description
The U.S. Army Contracting Command New Jersey (ACC-NJ), located at Picatinny Arsenal, New Jersey, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS), intends to award Sole-Source modifications to Action Manufacturing under Contract W15QKN-18-D-0083 and AMTEC Corporation under Contract W15QKN-18-D-0084, which are the current multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm Fixed Price (FFP) Contracts for the production and delivery of the M739A1 Point Detonating /Delay (PD/DLY) Fuze. The purpose of the modifications is to increase the total contract ceiling amount and to extend the contract expiration/period of performance. The M739A1 PD/DLY Fuze is the Army's preferred, primary fuze for 105mm and 155mm projectiles to address point detonating/delay artillery functions. The M739A1 PD/DLY Fuze contains an Impact Delay Module (IDM) assembly. The IDM provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration and will function immediately after passing through the target. In addition to the M739A1 PD/DLY Fuze, the M99 Stab Detonator, the M55 Stab Detonator, Explosive Lead, and Booster containing Polymer-Bonded Explosive (PBXN-5), are all contained within the Fuze. The modifications will be in accordance with 10 U.S.C. 3204(a)(3)(A), as implemented by FAR 6.302-1(a)(2)(ii)(B), Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The modifications will increase the contract ceiling by $246,378,924.81, FROM $250,784,252.00 TO $497,163,176.81, combined. In addition, the modifications will extend the contract expiration/period of performance by 24 months, FROM 27 June 2023 TO 27 June 2025. This effort is in support of the Presidential Buyback Effort to support the War in Ukraine. This announcement is for notification purposes only and shall NOT be construed as a Request for Proposal (RFP) nor is the United States Government (USG) obligated to issue an RFP. Any information or exchanges between Contractors and the USG are at no additional cost and/or obligation to the USG. Any questions can be directed to the Point of Contact for this notification to Ms. Aj Barnet at aja.m.barnett2.civ@army.mil . All inquiries shall be made via email ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED
