- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single contract for the CBOC Renovation Design project at the Brooksville VA Medical Center (VAMC). The proposed project will be awarded as a firm-fixed-price contract utilizing DESIGN procedures. PROJECT DESCRIPTION: Contractor shall develop the construction documents with Specifications, Narratives, and Cost Estimates for all disciplines involved in the design of the new and remodeled space. A/E shall provide all necessary/required professional engineering services to include, but not limited to: investigative/ evaluation/ design services, tools, equipment, materials, labor, travel, expertise, supervision, testing, analysis, and specialty services to accomplish all items and requirements outlined in the SOW. The building is approximately 48,000, of which 10,410 is currently occupied by the VA. This project will renovate the entire facility to include site work, drainage, parking and security. The design needs to include a phasing plan to ensure the CBOC remains operational during construction. A/E shall provide the services indicated. These services will be provided in distinct phases of schematics, 30% design development, 60% and 90% construction documents, and 100% final documents. A/E shall engage the services of all consultants in each discipline deemed to be necessary to fulfill the requirements of the project plan. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 541310 with a size standard of $8 Million. The solicitation will be issued on or about December 30, 2022. The period of performance is approximately 239 calendar days from the issuance of the Notice of Award. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $2,000,000. All questions must be submitted in writing to the issuing office via email to joshua.slapnicker@va.gov.
