Description
Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Atlantic requires hot-dip galvanizing, sandblasting, and painting of numerous external deck components on the NOAA ship Henry Bigelow. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN0000-23-00336 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. (iv) The NAICS code for this acquisition is 332812, Coating Metals and Metal Products for the Trade; the small business size standard is 500 Employees. This acquisition is set aside for small businesses. (v) Line items are as follows: CLIN 0001:������ Sandblasting, Hot-Dip Galvanizing, and Painting of deck components in accordance with the specifications listed in the Statement of Work (vi) Description of requirements for the items to be acquired:� The NOAA ship Henry Bigelow requires sandblasting, hot-dip galvanizing, and painting of an exterior door, a gangway ladder, four (4) stanchions, nine (9) fire dampers, a ventilation gooseneck pipe, and three (3) exhaust ducts which all mount externally on the deck of the ship. ����������� Vendor will need to sandblast, hot-dip galvanize, and then prime & paint each component. Some components have vent holes which will need to be plugged and ground smooth after galvanizing. Specifications for type of primer and marine epoxy paint are listed in the Statement of Work. All components shall be delivered back to the vessel at Colonna�s Shipyard by 13-Feb-2023. (vii) Date(s) and place(s) of performance and acceptance. Period of Performance: Date of award - 02/13/2023 NOAA Ship Henry Bigelow C/O Colonna�s Shipyard 400 E Indian River Road Norfolk, VA 23523 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 19-Dec-2022 at 1600 hours PST. Offers can be submitted via email to: jason.jenks@noaa.gov. The government does not accept responsibility for non-receipt of quotes. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
