Description
Amend 12 December 2022:�Revise anticipated solicitation issuance date from 02 November 2022 to 16 December 2022. Amend 03 October 2022:�Due to the global supply chain crisis and critical supply chain shortages, the work required of TI-24 must begin by July 2022 (see Notice ID N00253-19-D-0004 �Synopsis to add TI/24 to N00253-19-D-0004 (TIH 20/22)� for further details).� Therefore, TI-26 is now a stand-alone procurement for award. Accordingly, the following is updated: Technology Insertion Hardware (TIH) 24/26 is revised to TIH 26. The RFP number is revised from N00253-21-R-0013 to N00253-23-R-0013. The anticipated contract duration is revised from seven (7) years to five (5) years. The anticipated contract award date is revised from 14 August 2023 to 09 June 2024. The anticipated solicitation issuance date is revised from 02 May 2022 to 09 November 2022. Amend 11 Apr 2022: Revise anticipated solicitation issuance date from 16 March 2022 to 02 May 2022. Amend 26 Jan 2022: Revise anticipated solicitation issuance date from 26 January 2022 to 16 March 2022. The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to execute development, integration, and production of Technology Insertion Hardware (TIH) for Technology Insertion TI-26.� TIH is the latest generation of display, processor, and network requirements in support of the Navy's Submarine Warfare Federated Tactical System (SWFTS) family of systems required on several U.S. Navy fleet submarines, the COLLINS Class for the Royal Australian Navy (RAN), and Foreign Military Sales (FMS) cases. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms of different variants and configurations. Components consist of but are not limited to Commercial, Off-The-Shelf (COTS) equipment that is uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements.� The Government anticipates issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Travel, and Data Submittals.� The CLINs may include a mix of Fixed Price Incentive; Cost Plus Incentive Fee, Level of Effort; Cost Plus Fixed Fee; and Cost Reimbursable.� The resulting contract will include a one-year base period, with four one-year options, for a total duration of five (5) years.� The solicitation number for this requirement is N00253-23-R-0013.� Offers will be evaluated on the basis of best value to the Government, which means that the selection of the contractor is to be based on other than the lowest price, technically acceptable offer.� The anticipated contract award date is 09 June 2024. The NAICS code is 334511, with a Small Business Size Standard of 1,250 employees.� The primary Product Service Code is 1260. �This is a full and open, unrestricted solicitation. �It is anticipated that the solicitation will be issued on or about 16 December 2022, with a 45-day response time. �Drawings referenced in the solicitation, which are unclassified technical information related to the Program Executive Office Submarines TIH effort, are restricted by the Arms Export Control Act.� In accordance with Department of Defense (DOD) Direction 5230.25, access to export-controlled technical data must be through the company�s designated Joint Certification Program (JCP) Point of Contract (POC)/Data Custodian.
