Description
RFI 36C24523Q0172 FITNESS EQUIPMENT MAINTENANCE MARTINSBURG VA MEDICAL CENTER The Martinsburg VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 811490. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to tracy.kute@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than December 19, 2022 at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK SOLICITATION NUMBER: 36C24523Q0172 SERVICE: FULL MAINTENANCE/FITNESS CENTER EQUIPMENT LOCATIONS: VAMC MARTINSBURG, FITNESS CENTER (BLDG 217) & Heroes Health and Wellness Building (BLDG 512) Project Description: Project includes two exclusive sections, necessary identified repairs (as identified below) and periodic maintenance. Perform preventative maintenance (PM), as described below, on Fitness Center equipment four (4) times per year. Necessary identified maintenance, with quarterly visits. Work will be performed for the following machines: Life Fitness CT9100 CTJ106471 Elliptical; LF 95T TET100605 Treadmill; LF PSRWSE-1013006 Strength Machine; LF 95R CLQ100377 Recumbent Bike; LF 95X XTM119429 Elliptical; LifeFitness PSBCSE1013012 Weight Machine; LF 95T TET100605 Treadmill; Landice L7 Serial:L7-88072 Treadmill; LifeFitness 90T Treadmill (serial missing); Champion Calf Raise Serial: 117394; SciFit REX7000 Serial: 990-006415. Specific routine maintenance includes: Strength Machines- Test all functions & operations Inspect unit for cracks, defects, broken welds, loose bolts etc Inspect pads and upholstery for excessive wear, tears, and defects Inspect cables/belts Inspect snap hooks, selector pins, and links for excessive wear and defects Adjust cable tension Tighten loose bolts, etc Lubricate weight stack guide rails, snap hooks, & weight stack selector pins. Clean unit Record all problems & defects found Record all information on report (Perform any additional items that are recommended by the manufacturer specific to the unit s needs, but not listed here) Ellipticals, Cross-trainers, Bikes and Steppers- Test all functions & operations: Resistance Minimum to Maximum Incline Minimum to Maximum (if applicable) Heart Rate functions Display functions Console buttons operations Entertainment functions (if applicable) Inspect unit for cracks, defects, & broken welds Inspect ramp & wheels Inspect for broken bolts, wear & loose bushings Inspect belts and tension (if applicable) Clean ramp & wheels Tighten loose arms, legs etc Clean & lube chain (on stepper) Lube machine as needed Clean machine Record all problems & defects found Record all information on report (Perform any additional items that are recommended by the manufacturer specific to the unit s needs, but not listed here) Treadmills- Test all functions & operations: Speed Minimum to Maximum Incline Minimum to Maximum Heart Rate functions Emergency stop functions Display functions Console buttons operations Entertainment functions (if applicable) Run a systems check check for errors Check and record mileage if available Inspect unit for cracks & defects Inspect Walking belt and Deck Inspect drive belt for alignment & Damage Clean out under hood area Blow out motor Inspect motor brushes Vacuum & Clean under machine Clean under walking belt and deck Clean front & rear roller area Lubricate Incline mechanism Test walking & drive belt tensioning Adjust walking belt tracking & tension Adjust drive belt tension if needed Calibrate Treadmill Record all problems & Defects found Record all information on report (Perform any additional items that are recommended by the manufacturer specific to the unit s needs, but not listed here) Other considerations: Standards: Company providing routine maintenance program will follow the manufacturer s recommendations on preventative maintenance and replacement of parts. Facility Protocol: Company providing routine maintenance program will follow all VA Medical Center policy/procedures regarding PPE and other precautions during the COVID-19 pandemic at all times. Communications: Company providing routine maintenance program will notify DRS Business Manager or Recreation Therapy Supervisor within 24 hours of any changes related to scheduled maintenance or in relation to date or time of scheduled service call. Technology: The C&A requirements do not apply, and a Security Accreditation Package is not required.
