THIS IS A SOURCES SOUGHT NOTICE ONLY Solicitation: 36C25223R0026 Project: 578-17-027 Replace Steam Pipe, South Leg Place of Performance: Edward Hines, Jr. VA Hospital (EHVAH) 5000 South 5th Avenue Hines, IL 60141-5000 PART 1 - General Description: The purpose of this notice is to obtain information on the interests, capabilities, and qualifications of multiple types of small business firms to determine if a set-aside is appropriate. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Great Lakes Acquisition Center, requests letters of interest from the following types of specialized construction small businesses firms interested in performing construction work at the Edward Hines, Jr. VA Hospital: Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), 8(a) Businesses, HUBZone Businesses, and Small Businesses (SB) Large Business This project is classified under NAICS Code: 238220 Plumbing, Heating and Air Conditioning with a small-business size limit of $16.5 Million and PSC Z2NZ (Product Service Code Repair or Alteration of Other Utilities) In accordance with VAAR 852.219-10(d) - (4), in the case of a contract for specialized construction, it [the prime contractor] will NOT pay more than 85% of the amount paid by the government to it to firms that not VIP-listed SDVSOBs. (5) Any work that a VIP-listed SDVSOB subcontractor further subcontracts will count towards the percent of subcontract amount that cannot be exceeded. For supply or construction contracts, cost of materials is excluded and not considered to be subcontracted. Ref: https://www.va.gov/oal/docs/business/pps/deviationVaar20190718.pdf The magnitude of construction for this work is between $10,000,000 and $20,000,000. PART 2 - SCOPE OF WORK OVERVIEW: The goal of this project is to replace the steam pipe between Vault 9 and Vault 7 steam tunnel intersection located in the west side of the Hines VA campus and to replace the pipe between Vault 9 and Pit 5 located on the east side of the Hines VA campus near building 37 to reliably provide steam to Buildings 217, 221,215,48, and 37. The south steam line buried pipe west of Vault 9 ruptured in 2017, requiring an emergency steam line repair. The repair process revealed corroded pipe due to direct contact with the ground and a nonfunctional cathodic protection system, it was determined that the VA needs to replace this buried pipe. Additional investigation revealed that the entire direct buried perma-pipe system is also at risk of failure and needs to be replaced. This project is a preventative measure necessary to mitigate the risk of another failure in the piping between steam Vault 9 and the Vault 7 steam tunnel intersection as several remaining steam and condensate pipes are more than 95 years old with insulation deteriorated at multiple locations. These buried pipes supply steam to patient care buildings 217 and 221. Replacement will increase efficiency and provide energy savings. The objectives of this project are to: 1) Replace the sump pump controls on the existing steam vaults. 2) Construct new concrete box conduit steam tunnels per drawings and specifications. 3) Construct roof top pipe rack on building 217 per drawings and specifications. 4) Construct pipe rack over the outer corridor per drawings and specifications. 5) Perform the work in a manner least likely to interfere with the daily operations of the hospital. 6.) This project shall be executed in one single, uninterrupted phase. Contractors must plan accordingly for shut-downs, coordination with active hospital operations, standard weather conditions and lead-lead material fabrications/deliveries. PART 3 - PERIOD OF PERFORMANCE: Complete all work including submittals, reviews, quality assurance, and closeout no later than 1,095 calendar-days from the Notice to Proceed (NTP) as shown below. This project is knowingly on a tight schedule; contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, standard testing, testing and balancing, owner, and AE punchlist inspections and contract corrective action, and standard closeout. Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity.
