- Description:� This is a SOURCES SOUGHT for the purpose of obtaining market research only.� NO PROPOSALS ARE BEING REQUESTED NOR ACCEPTED UNDER THIS SOURCES SOUGHT.� The U.S. Army Corps of Engineers, Philadelphia District, will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the TYAD Utilities Tobyhanna, PA. The Philadelphia District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified vendors Title:� TYAD BLDG UTILITIES Primary Point of Contact:� Deah Gerard-May Contract Specialist Email: Deah.L.Gerard-May@usace.army.mil NACIS Code:� 237110 Water and Sewer Line and Related Structures Construction This industry comprises establishments primarily engaged in the construction of water and sewer lines, mains, pumping stations, treatment plants, and storage tanks. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this industry if they are engaged in activities primarily related to water, sewer line, and related structures construction. All structures (including buildings) that are integral parts of water and sewer networks (e.g., storage tanks, pumping stations, water treatment plants, and sewage treatment plants) are included in this industry. DFARS 236.304 Magnitude Construction: Between $25,000,000 and $100,000,000 Statement of Objectives The TYAD water, sanitary sewer and storm sewer systems are original to the Depot have exceeded their design life and require replacement to improve utility services, reduce outages, and ensure mission success of TYAD.� Improvements to enhance stormwater management by increasing the quantity of catch basins and regrading and repaving the roadways within the project limits are also intended to improve the performance of the TYAD built environment by limiting the development of ponding and icing in the presence of vehicles and pedestrians. Scope of work Construction of new water lines, Construction of new sanitary sewers, Construction of new and rehabilitation of existing stormwater sewers, Construction of all appurtenances necessary to install the complete systems described above including but not limited to catch basins, outfalls, manholes, valves, fire hydrants, post indicator valves, pipe tracing.� Connection of existing service laterals to building water lines, sewer lines, and downspouts Demolition or abandonment of existing utilities Maintenance of existing adjacent utilities during construction Provision of temporary services including water and sewer service to eliminate service interruption to key facilities Utility system changeovers during off peak hours Erosion and sediment control including development and procurement of Stormwater Prevention Plan (SWPP). Pedestrian and vehicular traffic control including maintenance of access to critical facilities Full depth pavement replacement including regrading to promote improved sheet flow across pavements to storm sewer inlets. Excavation of trenches to a depth of 30�+ deep. Safely perform work close proximity to existing utilities (gas/fiber/telecom/electric/etc). Maintain emergency access to occupied buildings. Methods of Installation necessary to install these systems includes but is not limited to: Cut and cover excavation Cack and bore construction Cured in place pipe (CIPP) relining of existing sewers ranging in diameter from 4� to 48� using fiber reinforced laminated CIPP.� CIPP product must have 50 years of successful projects in the USA to assure viability.� CIPP installer must have at least 15 years experience in commercial installation of CIPP and have successfully installed 1,000,000 feet of CIPP.� Capability statements shall address the following items to demonstrate the contractor�s capability to perform the requirements of the SOW: The contractor�s ability to manage, as prime contractor, the types and magnitude of tasking described in the SOW The contractor�s technical ability to perform at least 50% of the cost of the contract incurred for personnel with its own employees. The contractor�s capacity to conduct the requirements of the SOW.� At minimum, 2 completed projects (costing a minimum of 20 million dollars that include water, storm, sewer, and roadway improvements) completed in the last 5 years to demonstrate capacity and technical ability.� Contractor shall provide overview of these past projects (linear feet of water/sewer/storm installed, and square footage of paving) completed and how much they self-performed. Also, state how/if they provided temporary water and sanitary sewer services to existing buildings during construction.
