*****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** Sources Sought Announcement for Construct Deployable Airbase Systems (DABS) � Facilities, Equipment and Vehicles (FEV) Storage, Papa Air Base, Hungary The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: �236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: �Papa Air Base, Hungary 4. ANTICIPATED PROJECT TITLE: �Construct Deployable Airbase Systems (DABS) � Facilities, Equipment and Vehicles (FEV) Storage, Papa Air Base, Hungary 5. ACQUISITION INFORMATION:� USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of the facilities in support of DABS � FEV, Papa Air Base, Hungary.� The magnitude of construction is between $50,000,000 and $100,000,000. The construction completion period is anticipated to be 565 calendar days after the Contractor receives the Notice to Proceed. This acquisition will be solicited for full and open competition (unrestricted).� Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms are invited to take part in this requirement. 6. PROJECT DESCRIPTION: �Construct humidity-controlled warehouses and a refueling vehicle maintenance facility to accommodate airfield infrastructure DABS - FEV. The facilities will include a fire alarm system, heat and smoke detection systems, door-open monitoring system, electrical load shedding system, lightning protection, and overvoltage protection for power and telecommunications systems. Supporting facilities include utilities, pavements, site improvements, environmental mitigation, vehicle wash facilities, and information systems. 7. SUBMISSIONS: �Responses to this Sources Sought notice shall be limited to five pages and shall include the following information: Firm�s Name, address(es), English speaking point of contact, phone number and e-mail address Firm�s interest in proposing on the solicitation when it is issued Firm�s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm�s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information: Brief description of projects (no more than five projects) Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm�s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. �SUBMISSIONS DUE: All interested contractors should submit responses via email by 12:00 hours Central European Time (CET) on 9 January 2023.
