- Description
- The Thailand AT-6 program directly supports the delivery of eight (8) AT-6 aircraft to the Royal Thailand Air Force (RTAF) as a Building Partner Capacity (BPC) program. This program is a key component to ensuring expanding U.S. joint force interoperability with the RTAF. The main program objective is to provide this equipment to increase operational access to geographically important airfields, allowing for the agile employment of U.S. aircraft and equipment during contingencies in support of Thailand.� This posting constitutes an official Notice of Award. This award was determined by the Lowest Price Technically Acceptable in a full and open competition source selection that was� conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 31 March 2016, and Air Force Mandatory Procedures 5315.3.� The Award was made to the lowest priced offeror whose proposal conformed to the solicitation requirements and was found to be Technically Acceptable. The Government organized the proposals in order of Total Evaluated Price and evaluated the technical approach of the lowest priced offeror first. The Government evaluated proposals in ascending order of price until two technically acceptable proposals were found. The Award was made to the lowest price of the two proposals without further consideration to any other offers. While the Government strived for maximum objectivity, the source selection process, by its nature, was subjective; therefore, professional judgment was implicit throughout the entire process. While the award was planned without discussions, the government reserved and excercised the right to conduct discussions.
