Description
Recruitment of a firm for the assessment of the real value of the assets to be transferred to the implementing entities 1. The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the government of Benin (the �Government� or �GoB�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Benin (the �Compact�) in the amount of approximately 391 000 000 USD (�MCC Funding�). The Government, acting through Millennium Challenge Account-Benin II (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (IFB) is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. MCC�s funding is appropriated by the U.S. Congress and obligated to the Compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Bidders/Suppliers by the US Treasury. 3. The Benin Power Program consists of four (4) Projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The objective of the program is to increase the productivity and production for businesses, generate more economic opportunities for households and improve the capacity to provide public and social services by improving the quantity and quality of power supply. The Compact will be executed for a period of five (5) years upon the Compact Entry into Force (EIF). The Power Compact of Benin entered into force on June 22, 2017. To meet the challenges of the Covid-19 pandemic, the Compact has been extended until June 22, 2023. 4. This Request For Proposals follows the Compact General Procurement Notice N�18 that appeared in dgMarket on October 13th, 2022, UNDB Online on October 14th, 2022, on the MCA Entity website www.mcabenin2.bj on October 18th, 2022, and published in the local newspaper �La Nation� on October 20th and 27th, 2022 and �Le Matinal� on October 20th and 24th, 2022. 5. The Request for Proposals consists of the following sections : PART ONE - SELECTION PROCEDURES : Section I - Instructions to Consultants (�IC�) ; Section II - Particular Data of the DP (�DPDP�); Section III - Qualification and Evaluation Criteria; Section IV A - Technical Proposal Submission Forms; Section IV B - Financial Proposal Submission Form; Section V - Terms of Reference. PART TWO - CONTRACTUAL DOCUMENTS: Section VI - General Conditions of Contract (GCC); Section VII - Special Conditions of Contract (�CPC�); Section VIII - Contract Forms and Schedules. 6. MCA-Benin II, acting on behalf of the Government of Benin, invites qualified Consultants to submit their best proposal for the procurement related to the Recruitment of a firm for the assessment of the real value of the assets to be transferred to the implementing entities. 7. This Invitation for Bids is open to all eligible entities (�Consultants�) who wish to submit a proposal. 8. In order to allow the Consultant to better prepare his proposal and to assess the scope, nature and intensity of the service, a site visit is planned for a few sites in Cotonou and the surrounding area on December 19, 2022 from 9 a.m. A pre-Proposal conference will be held online on December 20, 2022 from 9 a.m. 9. The consultancy services and the contract to be awarded cover a period from the date of its signature to July 31, 2023. 10. A Consultant will be selected using the Least Cost Selection method under the Consultant Services procedures as described in the respective Sections of the RFP. Consultants are advised that these procedures are governed by MCC's Program Procurement Guidelines (PPG), which can be found on MCC's website: www.mcc.gov. 11. Consultants interested in submitting a proposal should express their interest by sending an email including their full contact details to the contact point listed below: Procurement Agent of MCA-Benin II, info-benin@charleskendall.com. An e-mail will be sent to them with attached a copy of the RFP in PDF format and the File Request Link (LDF) for the submission of Proposals. 12. The closing date and time for submitting Proposals is January 18, 2023 at 3:00 p.m., Cotonou local time. Please note that only electronic proposals are accepted. Consultants are informed that the capability of their internet bandwidth will determine the speed in which their Proposals are uploaded via the File Request Link. Consultants are therefore advised to commence the process of uploading their Proposals via the File Request Link in good time before the Proposals submission deadline and submit their Proposals by the established deadline.
