- FAR 7.107-5 (c)(1) conslidation of contract requirements notice:� The�agency has determined a consolidation of contract requirements is necessary and justified. The Government intends to solicit, under FAR 36.6 procedures, to a pool of small Architectural and Engineering (A-E) firms for award consideration of a Multiple Award Task Order Contract (Indefinite-Delivery, Indefinite-Quantity (IDIQ)), �and issue different task order specific projects issued under the MATOCs. Though this multiple award A-E IDC pool constitutes consolidation, this approach provides the best combination of competitive procedures, responsiveness, timely acquisition, cost efficiency, quality, and an exceptionally capable prime contractor to execute requirements of the LRD mission. While the lower estimated quantifiable benefits ($750,000) of the consolidation do not meet the standard in FAR 7.107-2(d)(1)(i), the benefits associated with mitigating the risk to the critical needs of our customers for our LRD mission as defined in this document support the consolidation. Having multiple individual contracts or multiple SATOC IDCs would not provide for the type of flexible, risk mitigation and urgent response needed to support the LRD mission needs. This, combined with the higher administrative cost and increased acquisition cycle time associated with multiple contracts, further support consolidation. Lastly, it would be significantly less burdensome to administer the A-E IDC MATOC contracts, and at the same time, consolidation will improve the quality of service to the LRD program. The findings of the market research and the documentation provided herein support the conclusion that consolidation of requirements is both necessary and justified, based on sound business judgment in view of the size, complexity and number of efforts to be executed. In accordance with FAR 7.107-2 (b), the consolidated approach provides advantages that substantially exceed the benefits of the alternatives or approaches that may result in a lesser degree of consolidation. Description of A-E River Design Services: The A-E firms would be the designer of record for individual project on their contract. Multidisciplinary projects may consist of planning, design, inspection, and related services in support of the civil works mission within the USACE Great Lakes and Ohio River Division Mission Boundaries. Those boundaries include the Great Lakes; Michigan, Indiana, Ohio, and Kentucky; the western parts of Pennsylvania, West Virginia, Virginia, North Carolina and South Carolina; the northern parts of Georgia and Alabama; the northeast parts of Mississippi and Wisconsin; and the eastern parts of Tennessee and Illinois. The A/E Design services may consist of the following activities: Hydrology and Hydraulics, Geotechnical, Structural, Civil Site, Relocations, Electrical, Mechanical, and Architectural services. The types of services include: bridge inspection, hydraulic steel structure inspection, design reports, design analysis, preparation of plans and specifications, material quantities, cost estimates, schedules, field work, and engineering during construction to support our mission. These projects include Civil Works activities associated with rivers within the LRD geographical boundaries, such as flood damage reduction projects, navigation projects, environmental restoration projects, recreation, and support for other federal, state, and local agencies.
