1 Transformation Twenty-One Total Technology Next Generation 2 (T4NG2) Request for Information Questions and Answers 36C10B23Q0069 December 13, 2022 Note: For efficiency, the Government has removed duplicative questions. RFI response related: Number Reference Question Answer 11. VOA Submission If an Offeror is interested in submitting a response to the RFP as a Joint Venture, but the JV is currently in the process of being established, is it acceptable for the managing partner of the JV to submit a response to Attachment 002 Market Research Company Information? Please only submit a response per intended and established prime. If the interested prime intends to team, then they may also identify those team members within its spreadsheet response. 12. VOA Submission Any chance of getting an extension for the T4NG2 RFI response to at least until the end of the week? We would appreciate it. The official RFI response date/time will not be extended. Late responses may be submitted however VA cannot guarantee the responses will be reviewed. Other/general: Number Reference Question Answer 2. PWS In Section 8.1.6. of the draft PWS, the TAC is requiring quarterly Small Business Participation reporting under k. Please clarify whether K.6 Small Business (No other category above) should ONLY reflect obligated dollars for a company that is, in fact, not a member of any of the socioeconomic categories listed in #1-5, or should include the dollars obligated for all small businesses. For example, if our teammate is an SDVOSB, VOSB and a WOSB and we have obligated $100,000 during the quarter for its work, should we report that $100,000 under the WOSB, VOSB, SDVOSB, and SB categories, or should we only report that $100,000 under the WOSB, VOSB, and SDVOSB categories? We would normally include all Small Business dollars (whether they were also identified in a socioeconomic category) in the Small Business category and not only dollars that were spent on Small Businesses that did not fall into an identified socioeconomic category. VA will provide guidance at a later date. 3. PWS In Section 8.1.7 of the draft PWS, the TAC is requiring quarterly Veterans Employment reporting. Please clarify how a very large company should calculate the number of Veterans it employs. Since these companies may have subdivisions each with thousands of employees, does the TAC want the numbers reported on an entire company-wide, subdivision, bidding entity or some other basis? VA will provide guidance at a later date. 4. Socioeconomic Since the SBA is assuming the CVE s verification responsibilities on January 1, 2023 and since the SBA s recently published final rule (Fed. Register Vol. 87 #228, Nov. 29, 2022) regarding the new procedures indicates that Joint Ventures (JVs) will no longer be certified/verified by SBA, will the TAC confirm that Small Business JVs that are created under 13 CFR 125.8 (all small or under the SBA s Mentor-Protégé Program) will only need to comply with SBA s rules at 13 CFR 128.402 specifically, that so long as the Managing Member of the JV is a current verified SDVOSB/VOSB, the JV is considered verified/certified (provided all requirements listed in the regulation are also met). VA will provide guidance at a later date. 5. Socioeconomic With the accelerated time-line proposed by the TAC and the need to put teams together quickly, do you anticipate allowing a small business Prime offeror to include Large Business subcontractors on the team and to permit examples of Experience/Past Performance, certifications, systems, etc. to come from a Large Business subcontractor? VA will provide guidance at a later date. 6. RFI "" "" were wondering if we could get some insight as to why the recompete is coming out much earlier than expected as the current contract does not end until 2026. VA intends to phase out new task orders under the original T4NG contracts once its ceiling is reached which is anticipated to occur prior to the 2026 expiration. VA anticipates that T4NG contracts will run congruently with T4NG2 contracts.
