The Compact includes a grant from MCC of approximately Two Hundred Two Million United States Dollars (US $202,000,000) and a corresponding contribution of approximately Thirty-Four Million Six Hundred Seventy Thousand Six Hundred United States Dollars (US$34,670,600) from the Government. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to fund professional procurement services from a firm/organization for the Recruitment for a Design and Implementation Consultant for the �JETA Energy Skills for the Future Activity� for the Just and Equitable Transition Acceleration (JETA)� (�Consultant�) to assist the Government with the management of implementing the Compact program in a transparent and fiscally sound manner, all in accordance with the terms and conditions set forth in Recruitment for the JETA Energy Skills for the Future Activity for JETA contract a form of which is attached to this Request for Proposals (�RFP�) in Section VI. The Government has designated the Millennium Challenge Account � Kosovo (�MCA-Kosovo�) to oversee and implement the proposed compact program in accordance with the terms of the Compact. The Government is represented in issuing this RFP by Compact Development Team (CDT), which was formed by the GoK for the purpose of developing the Compact, pending the establishment of MCA-Kosovo. Accordingly, the CDT may execute the Energy Skills for the Future Activity for JETA contract on behalf of the Government if MCA-Kosovo is not yet established at the time of contract awards. Once MCA-Kosovo is established and designated to serve as the accountable entity for Compact implementation purposes, the Energy Skills for the Future Activity for JETA contract will be transferred to such entity upon its designation through its signature to the Energy Skills for the Future Activity for JETA contract. Prior to establishment of MCA-Kosovo (or any such successor to the CDT), any references to actions taken or rights received by MCA-Kosovo in this RFP, including in the Form of Contract, shall be taken or received by the CDT, on behalf of the Government, and any references herein to �MCA-Kosovo� shall be deemed to mean the CDT during this period. Following the establishment of MCA-Kosovo (or any such successor) and its duly authorized signature of the Energy Skills for the Future Activity for JETA contract, MCA-Kosovo (or such successor, as the case may be) would replace the CDT as party to the Energy Skills for the Future Activity for JETA contract. All rights and responsibilities of the CDT under the Energy Skills for the Future Activity for JETA contract would have been deemed assigned to and assumed by such successor, and all references in the Energy Skills for the Future Activity for JETA contract to the CDT would be deemed references to such successor. The Compact consists of three proposed projects: 1. Energy Storage Project: The objective of the Energy Storage Project is to support Kosovo�s energy security and transition to a cleaner energy future, as reflected by: (1) usage of energy storage systems, (2) availability of the energy storage system, and (3) reduced cost of securing adequate electricity for Kosovo. The Energy Storage Project consists of the following three activities: � Frequency Restoration Response Activity. � Multi-Functional Energy Storage (MFES) Activity. � Energy and Climate Policy Support Activity. 2. Just and Equitable Transition Acceleration (JETA) Project: The objectives of the JETA Project are to: (1) produce graduates who are hired in relevant jobs in the energy and adjacent sectors; and (2) increase employment of women among employers participating in the Inclusive Energy Sector Workforce Activity. The JETA Project consists of the following two activities: � Energy Skills for the Future Activity � Inclusive Energy Sector Workforce Activity 3. American Catalyst Facility for Development (ACFD) Project: The objective of the ACFD Project is to facilitate the U.S. International Development Finance Corporation (DFC)�s complementary investments in Kosovo. The project aims to leverage DFC�s financing to support one or more blended finance transactions to catalyze private investment in Kosovo in areas that support or complement the objectives of the Energy Storage Project and JETA Projects. MCA-Kosovo requires the services of a Design and implementation Consultant for a base period of fourteen (14) months at a fixed price, before the Kosovo Compact�s Entry into Force (EIF) and implementation over five, one-year option periods. The base period will commence upon contract signing (expected in the first quarter of calendar year 2023). The base period will include preparatory tasks to assist the MCA-Kosovo to finalize the detailed design of the Activity. The five one-year option periods that cover the five years of Compact�s implementation will include a series of activity implementation tasks. There also will be a transitional option period up to 12 months in case EIF date will be delayed and will be focused on the workplan preparation for the implementation option period. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC�s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (�MCC�s AFC Policy�) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. MCA Kosovo now invites proposals from legally constituted consulting firms and other organizations to provide the services of a Design and implementation Consultant for a base period of fourteen (14) months at a fixed price, before the Kosovo Compact�s Entry into Force (EIF) and implementation over five, one-year option periods. More details on these services are provided in the Terms of Reference in Section V of the RFP. This Request for Proposal, the RFP, follows the General Procurement Notice that appeared in dgMarket on 17 June 2022. This RFP is open to all eligible entities (�Consultants�) who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants and subcontractors to enhance their capacity to successfully carry out the assignment. A Consultant will be selected under the Quality and Cost-Based Selection (�QCBS�) method, the evaluation procedure of which is described in Section III of the RFP in accordance with the �MCC Program Procurement Guidelines� provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
