- Description
- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for construction activities to the stabilization of multiple areas located on the Pompey's Pillar National Monument Site in accordance with the technical specification, appendices, and drawings. The project work is located near Billings, Montana in Yellowstone County. BLM will issue Solicitation Number 140L3623R0001 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to: * Installation of geotechnical instrumentation including vibrating wire strain gauges on rockbolts, borehole pressure gauges, and vibrating wire crack gauges with remote datalogging and transmitting capabilities. * Installation and testing of rockbolts and anchors for verification of design assumptions. * Installation of cement grouted micropiles. * Installation of cement anchored rockbolts and anchors. * Protection of natural resources within the project construction limits. * Protection of cultural resources within the project construction limits. * Selective removal of trees and vegetation on site to facilitate construction and minimize future rock joint deterioration. * Placement of dry-packed cemented-based mortars to stabilize deteriorating and eroding shale joints. * Selective scaling of rock surfaces. * Installation and maintenance of erosion and sedimentation control measures. * Installation of reinforced structural and architectural shotcrete. * Installation of structural steel support posts. * Installation of concrete curbs, membranes and other related drainage controls. Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around January 4, 2023. The estimated price range of this acquisition is between $1,000,000 and $5,000,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million. A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on the Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Proposals will be due on or around February 18, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the anticipated solicitation. Electronic proposals will be subject to the same rules as paper proposals. The Government anticipates award of this procurement on or around May 19, 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed (on or around May 29, 2023) and complete the entire work ready for use within 143 calendar days (October 19, 2023). The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
