Description
This synopsis serves to meet the requirement of FAR 5.201. The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and Intelligence (C4I) International Integration Program Office (PMW 740), intends to issue a full and open competition Request for Proposal (RFP) N0003922R4001 for the procurement of a Nation-Wide Maritime Surveillance System (NMSS) for the Egyptian Navy (EN). The RFP will be released in Q4FY22, with a contract award estimated for Q3FY23 timeframe. The effort will provide the EN a NMSS, a Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) system for maritime domain awareness. NMSS will provide security information required by the EN to make decisions on the defense and security of its maritime boundary, natural resources, and ports. The Contractor shall provide NMSS surface search near shore, underwater detection, tracking, and monitoring capacity along the Mediterranean Sea and Red Sea coastal borders of Egypt. The Government anticipates issuing a single-award contract. The contract will include one three-year base period. The Government anticipates utilizing a Contract Line Item Number (CLIN) structure supporting Firm-Fixed-Price (FFP) for Material/Equipment, Cost- Plus-Fixed-Fee (CPFF) for Labor/Training, and Cost-only pricing for ODC/Travel/Other Communication Equipment/Spares. This is a new requirement with no incumbent. This notice is provided for information only, is not a Request for Proposal, and is not to be construed as a commitment by the Government to issue a contract. The Government will not pay for any effort expended in response to this notice. Any information submitted in response to the synopsis will become property of the U.S. Government. Interested parties are solely responsible for monitoring these sites for additional information pertaining to this notice. Note: This effort is a NEW FMS requirement for NAVWAR.
