Description
Workforce Management & Consulting (WMC) Compensation Analysis and Total Rewards System Request for Information This market research effort is being conducted for the Office of Workforce Management & Consulting (WMC) for a Compensation Analysis and Total Rewards System. VHA employs nurses, physicians, dentists, as well as other health care occupations and ancillary support positions which are the cornerstone of our nation's largest healthcare system. VHA frequently competes with major employers in the health care market to fill health care positions and relies heavily on having the flexibility to utilize third-party survey data to adjust salaries and the generous federal government benefit packages to enhance the VA s ability to recruit and retain high quality employees. VA is challenged in its ability to easily assess the health care labor market conditions due to a shortage of human resources staff, difficulty in obtaining quality data from competing entities due to anti-trust regulations, a lack of understanding of the data required during the analysis phases, inconsistent job matching, as well as a lack of technology to assist in analyzing survey data for a particular market area. VHA is also unable to produce individualized total rewards statements to current and prospective employees that highlight the many benefits of federal government employment. As a result, VA is seeking a contractor(s) who can fulfill these services by providing a user-friendly automated, interactive, and integrated Software as a Service (SaaS) system with the capability to integrate, calculate and present market-location and position-specific salary data from multiple external sources. Ideally, this SaaS solution would be an off-the-shelf product that can be configured to meet the agency s needs rather than a customized product which would need to be fully developed from scratch . The integrated SaaS system will enable data management feeds into all modules as needed; that is, data will not need to be entered into the solution more than once. The VHA is seeking information from sources (contractors) for support of Compensation Analysis and Total Rewards System Services. Response Information: Responses to this RFI must be submitted by 1:00PM, Eastern Time, January 4th, 2023. Responses shall be sent to Adeitra Jimmison at Adeitra.Jimmison@va.gov and Charles McKenzie at Charles.McKenzie@va.gov. Disclaimer: A solicitation is not currently available. If a solicitation is issued, it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Not responding to this RFI does not preclude participation in any future Request for Proposals, if any is issued. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responders are solely responsible for all expenses associated with responding to this RFI. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. VA reserves the right to contact vendors for further questioning/demonstrations regarding their solutions to this requirement. VA reserves the right to not contact each vendor for further questions/demonstrations. Guidance: Responses shall be limited to 20 pages, 12-point font minimum. Please be advised that all submissions become Government property and will not be returned. This RFI is exclusively electronic based; written or telephone responses will not be considered. Responses shall provide administrative information, and shall include the following as a minimum: Company Name, EUI number, Company mailing address, phone number, name of designated point of contact and e-mail of designated point of contact. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. Answers to the questions provided in the attached document, Attachment B - CATRS Questions for Vendors . The Government is seeking input and comments on the attached Draft PWS document, Attachment A Draft CATRS PWS . Please identify any recommendations for understanding or clarity of requirements and terms and conditions. This is not included as part of the 20-page limitation and can be included as a separate attachment.
