The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL):� INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad.� INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.� These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The Office of Western Hemisphere Programs (INL/WHP) develops and manages law enforcement, justice sector, narcotics control, and corrections programs and contributes to policy formation on civilian security issues for countries in the Western Hemisphere.� INL/WHP is responsible for coordinating policy and programs with other U.S. government departments and agencies involved in anticrime and narcotics control activities, including the Department of Justice (DOJ), Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Homeland Security (DHS), Department of the Treasury, and the U.S. Agency for International Development (USAID). The purpose of this Personal Services Contract is to fill a Police Education and Training Advisor (PETA) position to the INL section at the U.S. Embassy in Guatemala City, Guatemala.� The PETA will provide specialized law enforcement training expertise to develop the INL Guatemala Police Education and Training Program and oversee all management aspects of the program (to include funding, training, equipment, accountability, and implementer performance).� The PETA will advise and support all matters related to the: Accreditation, development, and operation of the Guatemalan National Civil Police Academy (Academy), Creation, development, and implementation of a continuing education system to train the Guatemalan National Civil Police (PNC), Creation, development, and implementation of a performance-based recognition program for the PNC, and Provision of technical assistance to the PNC.� The PETA will also provide internal controls and accountability for the delivery of technical assistance, training, equipment, and other assistance.� DUTIES & RESPONSIBILITIES Under the direct supervision of the INL Citizen Security Officer or his/her designee, the PETA will perform the following duties: Assesses the PNC�s institutional capacity and advise the Citizen Security Officer, INL Guatemala, and INL/WHP on PNC performance to recommend PNC training programs. Identifies opportunities for effective PNC training programs in Guatemala, and where appropriate, regional or U.S-based forums, including law enforcement professionalization and training standardization, gang deterrence and suppression tactics, and use of force.� The PETA will draw on subject matter expertise in police training, law enforcement, and program management involving U.S. government assistance.� The PETA will also be responsible for managing projects, resources and people under the program. Advises and assists in planning, developing, and administering INL and Guatemalan government resources to develop and improve all aspects of PNC education, training and career progression, including PNC academies, continuing education, and employee evaluation program, by developing instructors, education platforms, and curriculum. Liaises with and assists the various PNC units to develop viable capacity building and professionalization projects in the fields of police training, vetting, accountable policing and oversight, career development, recognition systems, reprimand procedures, and institutional oversight and reform.� Acts as liaison with the PNC and relevant offices and agencies of the U.S. Mission in Guatemala City. Liaises and advises on intra and interagency law enforcement coordination, including instructors, PNC academies support, personnel, police managers/executives, and prosecutors. Collaborates with PNC officials to modernize and standardize their selection and training operating procedure through technology.� Facilitates the PNC Academy's� training accreditation. Develops and maintains professional relationships with host government law enforcement officials to ensure close, cooperative working relationships. Analyzes and reports on law enforcement developments in Guatemala, ensuring that the U.S. government is fully informed on the capabilities, capacity, performance, and opportunities regarding the PNC. Briefs Department, Congressional, and other official visitors orally and in writing on INL-funded law enforcement projects in Guatemala.� Prepares documents, develops itineraries, and accommodates official travelers, as necessary.� Prepares regular written reports, and prepares/presents other informative material, as appropriate, in furtherance of relevant U.S. policies, goals, and objectives. Conducts field surveys, monitoring and evaluation of programs, assessments, and special studies, as directed. Assists in the preparation of required reporting such as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request.� Coordinates annual reporting requirements for INL (e.g., the End-Use Monitoring Report).� Prepares program documentation and procurement requirements for PNC training projects.� Helps prepare regular reporting, including monthly status reports on budget planning, execution, and project implementation. Provides expert analysis and guidance in program planning, budget preparation, and project procurement pertaining to the PNC Academies, as well as continuing education and training. Contributes to developing INL�s monitoring and evaluation efforts, including by providing regular metrics updates to INL�s monitoring contractor (Dexis) and INL leadership in both Guatemala and Washington, D.C. Establishes and maintains appropriate internal management control systems.� Ensures that INL projects are not subject to waste, fraud, or mismanagement.� Manages and monitors the use of all U.S.-provided commodities intended for PNC training purposes.� Maintains security awareness and properly handles classified and controlled items and information. When required, performs the role of Duty Officer. Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Grants Officer Representative (PY472, PY474, PY76 and PY478) distance-learning (DL) through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� May be required to complete the Contracting Officer�s Representative (PA296) DL course at a later time. Completes the Introduction to Working in an Embassy (PN113) DL course through the FSI within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� Consultations with the INL Western Hemisphere Programs Office and other domestic USG offices may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance will be the U.S. Embassy Guatemala City, Guatemala. Occasional travel within Guatemala, to other countries in the region, and to the U.S. may be required. RELATIONSHIPS The PETA will report to the INL Citizen Security Police Program Officer (Citizen Security Officer) or his/her designee at the U.S. Embassy Guatemala City, Guatemala.� The PETA will also liaise, coordinate with, and work with INL Guatemala Director/Deputy and programs on a routine basis and as applicable with INL/WHP staff in Washington, D.C.� The PETA will provide general policy and administrative direction concerning program priorities and objections.� The PETA will liaise with other agencies and host government contacts active in the fields of law enforcement and training.� The PETA will establish scope and objectives of training-related projects. The PETA will exercise independent judgment in developing new and improved PNC training courses, approaches and techniques, including continuing education and training systems. The PETA will monitor all PNC training, analyze their effectiveness, and suggest improvements. The Contract Administrator is the INL Contracting Officer in Washington, D.C. In no instance shall the INL/Guatemala Citizen Security Police Program Officer (Citizen Security Officer) or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL/Guatemala Citizen Security Police Program Officer (Citizen Security Officer) will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY The PETA will analyze, plan, organize, implement, evaluate and monitor all aspects of police training in Guatemala, including citizen security, law enforcement, rule of law, and counternarcotics classes, field training, and continuing education in Guatemala.� This position involves highly complex statistical, financial, and organizational program analyses.� The PETA will work in an environment of high visibility and political sensitivities related to citizen security in Guatemala.� The PETA is expected to address difficult scenarios by separating the substantive nature of the program or issues into their components and determining the nature and magnitude of the program or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENES The PETA will perform broad and extensive assignments related to complex programs spanning the Guatemalan police education system, including basic police academy, specialized training, field training, police management (officers� academy), continuing law enforcement education, and instructor development and recruiting, to develop a professional and effective law enforcement organization to combat transnational criminal organizations, narcotics trafficking, irregular migration, and crime in Guatemala, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required). Bachelor�s degree from an accredited U.S. institution and ten (10) years of law enforcement experience; or, a high school degree, a valid graduate certificate from an accredited police academy or other city, state, or federal law enforcement agency and fifteen (15) years of law enforcement experience. A minimum of one (1) year of police supervisory experience at the rank of Sergeant or above. Demonstrated two (2) years of experience working and living abroad developing and managing bilateral or multilateral law enforcement, rule of law, and/or security assistance programs, including assessment, monitoring, and evaluation. Demonstrated experience training/instructing law enforcement personnel. Demonstrated experience planning, strategizing, implementing and reporting on projects. Demonstrated experience drafting analytical briefing papers, memoranda, letters, reports, and strategic plans for review and/or signature by senior-level officials. Demonstrated experience establishing spend plans, managing annual budgets, and conducting procurement. Demonstrated ability to read and speak Spanish and English at the professionally proficient level. COMPENSATION (BASE PAY) This position has been designated at the FS-02, GS-14 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
