- This contract was awarded for the procurement and delivery of two Secure Transportable Maintenance System (STMS) trailers. The subject contract was not awarded competitively. In accordance with FAR 6.305(a), the justification required by FAR 6.303-1 is posted with this notice. The statutory authority that permitted other than full and open competition was 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1(a)(2), ""Only one responsible source and no other supplies or services will satisfy agency requirements."" This posting also serves to meet the requirements of FAR 5.301(d)(1).
