Description
This is the J&A for other than full and open competition pursuant to the authorities under the Expedited Acquisition and Assistance Procedures Package (EPP) for�Ukraine, Belarus, and Moldova, approved on March 6, 2022 by the Administrator. USAID/Moldova is negotiating with Tetra Tech ES Inc., to provide a cost increase, adding $42,820,806 million to increase the total estimated cost of the Moldova Energy Security Activity (MESA),Task Order # 72011722F00002; a time extension is not required. Under this action, to respond to Russia�s latest invasion of Ukraine which increased the severity of the unprecedented negative effects on Moldova�s economic security, Tetra Tech ES Inc., will deepen its immediate recovery interventions under MESA to support new, expanded, and urgent energy security programming, specifically helping increase the resilience of Moldova�s power system, accelerating Moldova�s ability to meet ENTSO-E requirements and integrate with EU energy markets, and the diversification of power supply. Pursuant to the authority set forth in AIDAR 706.302-70(b)(3) and 40 U.S.C. �113, and Expedited Procedures Package (EPP) for Ukraine, Belarus, and Moldova approved by the USAID Administrator on March 6, 2022, this will be a cost extension based on initial competitive order procurement with Tetra Tech ES Inc., The approved EPP provides authorization to except competition for current awards. USAID has implemented this provision through 48 CFR �706.302-70(b)(3)(ii), which provides an exception to competition for ""awards for countries, regions, projects, or programs for which the Administrator of USAID made a formal written Determination and Findings (D&F).�The use of the EPP authority for using less than full-and-open competitive procedures for�MESA procurement will allow the Mission to expeditiously implement the activity in as�responsive a manner as possible, supporting urgent energy security programming, specifically helping increase the resilience of Moldova�s power system. The expansion would expand the MESA Energy Security Fund and Grants Under Contract (GUC) component of up to $27 million (to an estimated $30 million total) and include an additional estimated $5 million in construction and $10 million in technical assistance to provide a flexible, adaptive approach to programming that to address immediate energy security risks and reduce Moldova�s susceptibility to malign Russian influence through its control energy supply.
