Page 2 of 4 This is a Request for Information Only; it is not a request for quotations or offers. Network-9 Contracting Office on the behalf of the Tennessee Valley Healthcare System, at the Nashville, 1310 24th Avenue South, Nashville, TN 37212 and Murfreesboro, 3400 Lebanon Pike, Murfreesboro, TN. 37129 location has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Nashville and Murfreesboro area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government s acquisition on a future solicitation. STATEMENT OF WORK PART B WORK REQUIREMENTS A.1 INTRODUCTION Six Months of Boiler Operator Shift coverage in the Boiler Plant from 4-1-23 to 10-31-23 with option renewal period possible. A.2 SCOPE OF WORK. The contractor will supply qualified boiler operators to cover boiler operations at the Nashville VA when needed during the POP. Shifts will very during the week, weekends and Holidays as needed. Schedule will be available one month prior to being needed for coverage as available. Emergency request for coverage is possible but the VA will give as much time as possible to allow the contractor sufficient time to get the coverage in place to cover the requested shift. B.1 Initial Project Meeting Site work will commence with a meeting with the Utility Systems Supervisor. The purpose of this meeting will serve to address the following items as may be appropriate. Schedule will be provided to contractor each month during the Period of Performance which will be 4-1-23 to 10-31-23. There will be an option extension to the contract if needed. Discuss the Schedule needed to be covered Contractor to supply (175) 8-hour boiler operator shifts Contractor to supply (20) 8-hour + 4-hours overtime boiler operator shifts Contractor to supply boiler operators for unscheduled call outs. B.2 Duties of the Boiler Operator include: Operate the boilers and all plant equipment including starting, stopping, shifting fuels, placing on-line, monitoring performance including efficiency and emissions. Placing critical steam piping systems in service safely to avoid water hammer. Maintain proper water quality to protect the equipment from damage and to maintain high efficiency. Handle malfunctions and emergency situations. Collect and organize plant performance records Routine maintenance of boilers and plant equipment Prepare equipment for inspections Facilitate and monitor the receipt of fuel and supplies Monitoring contract repairs, inspections, and test (or performing this work, if qualified. Enforce security requirements. Maintain quality of stand by fuel oil. Maintain all equipment for reliability and efficiency. Answer boiler plant phone and log calls Communicate with A/C Operator on duty if after hours (after hours is from 3:30pm-8:00am Monday- Friday and both weekend days, nights, and Holidays. STATEMENT OF WORK PART C SUPPORTING INFORMATION C.1 Place of Performance VA Medical Center 1310 24th Avenue South, Nashville TN 37212. C.2 Period of Performance The Contractor shall perform during before or after normal business hours and Holidays for the POP of 4-1-23 to 10-31-23. (Unless other times are stipulated by the Contracting Officer s l Representative (COR)) (Utility Systems Supervisor). C.3 Special Considerations . C.3.1 Qualifications of Key Personnel Contractor s employees should be knowledgeable of standards associated with Boiler Operations.   C.3.2 Smoking Policy.  The Contractor shall not allow smoking in any building.  The Contractor shall ensure employees do not smoke on VA property. C.3.3 Parking/Traffic Regulations.  The Contractor shall not park on grassy areas unless approved by the COTR and the Contractor agrees to restore areas back to VA standards.  Drivers should be particularly concerned with pedestrian traffic.  Yield to pedestrians in crosswalks.  Posted speed limits and all other traffic controls are to be observed by operators at all times.  Seat belt use is mandatory on the VA grounds. There are no reserved parking spots for contractors at this VA hospital. The contractor is responsible for making their own parking plans off VA site. They may park only long enough on site, to load and unload supplies. MARKET SURVEY: 1. Please provide a capability statement that includes, as a minimum, the following information: a.
