- THIS IS A SOURCES SOUGHT ONLY. This announcement constitutes a Sources Sought Synopsis (SSS) for the purpose of conducting market research only. No solicitation exists. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for possible future procurement. A determination by the ANG not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air National Guard.� This notice does not constitute a solicitation for offers. The Government will not reimburse or pay for any information submitted in response to this SSS or any follow-up information requests. Brief Description:� The Air National Guard (ANG) Bureau A2/A3, Intelligence, Surveillance, Reconnaissance (ISR) Directorate (NGB/A2/A3) is seeking input from Small Business Participants on prior contract�s Statement of Work to provide technical and analytical support for ANG ISR and Command and Control (C2) mission sets: Remotely Piloted Aircraft (RPA), Distributed Common Ground System (DCGS), Distributed Mission Systems (DMS), Cyber ISR, Targeting, Unit Level Intelligence (ULI), Federated Intelligence Program (FIP), All Source Intelligence, and C2. No solicitation is being issued at this time. Primary NACIS Code: 541618 (Other Management Consulting Services) Place of Performance:� This support is located primarily at Joint Base Andrews, MD and four (4) additional sites � McConnell AFB, KS; Robins AFB, GA; 25th Air Force (San Antonio, TX); and Joint Base Langley-Eustis, VA. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research to determine the availability of qualified small business sources to provide the ANGRC with a staff that can provide analytical support and technical expertise for ANG ISR and Command and Control (C2) mission sets: Remotely Piloted Aircraft (RPA), Distributed Common Ground System (DCGS), Distributed Mission Systems (DMS), Cyber ISR, Targeting, Unit Level Intelligence (ULI), Federated Intelligence Program (FIP), All Source Intelligence, and C2. The Government requests interested parties submit a response which shall include a brief description of their company�s business size (i.e. annual revenues and employee size), business status (8(a)), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor prot�g� relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Capability Packages should clearly address the following: A technical understanding of the requirement to analyze : Remotely Piloted Aircraft (RPA), Distributed Common Ground System (DCGS), Distributed Mission Systems (DMS), Cyber ISR, Targeting, Unit Level Intelligence (ULI), Federated Intelligence Program (FIP), All Source Intelligence, and C2. Key Personnel:� Does the key staff members have experience in directing and coordinating the technical direction of the services outlined in the prior contract�s statement of work, ensuring quality control, and an understanding of Intelligence Surveillance and Reconnaissance (ISR) and Command and Control (C2) activities. Past Performance: Do you have specific past performance and experience performing Technical and Analytical support for Intelligence Surveillance and Reconnaissance (ISR) and Command and Control (C2) activities.� In addition, the following questions must be answered and elaborated on as part of the package: Past Performance � Does your firm have the relevant past performance experience within the last ten years of Intelligence Surveillance and Reconnaissance (ISR) and Command and Control (C2) activities? Corporate Experience � Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in Intelligence Surveillance and Reconnaissance (ISR) and Command and Control (C2) activities? Additional information regarding this requirement will be posted for viewing on Sam.gov as it become available.� Interested parties are cautioned that the prior contract�s Statement of Work posted with this notice is subject to change, the formal version of the Performance Work Statement will be released with the solicitation on a future date. Note, the prior contract�s Statement of Work is provided to give a general understanding of the requirement and the type of work requested in the effort going forward while a finalized Performance Work Statement is generated for this requirement.� All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award.� NOTE: It is the responsibility of all potential offerors to monitor the Sam.gov web site for release of any future synopsis or release of the solicitation. Interested parties should submit their capability packages listed on Sam.gov.��� Please include company name, address, telephone number, and technical point of contact, brochures/literature.� Capability packages must not exceed 15 pages (12 point font with on-inch borders, not including pictures, brochures and Market Survey), must be submitted electronically and should clearly indicate whether your firm is able capable to provide Intelligence Surveillance and Reconnaissance (ISR) and Command and Control (C2) Support Services.
