- The Government is conducting market research to identify potential sources that can become the Prime software sustainment provider for the Air Force Distributed Common Ground System (AF DCGS) Legacy & Enduring Identity Access Management (IdAM) capability to meet the requirements identified below. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. The document(s) below contain a description of the IDAM attributes the Government is seeking and a Contractor Capability Survey. The Survey allows Contractors to provide their company�s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Questions relative to this market survey should be addressed to the PCO. The Government is only seeking white paper type synopses pertaining to the purpose/description area and information in Part I at this time. After receipt of white paper responses from interested parties, the Government will provide information pertaining to more specific requirements. Interested parties will then be requested to provide additional information based on the specific requirements identified by the Government. As prescribed in 15.209(c), insert the following provision: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract based on this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ""proposal"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of market research. (End of provision) PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that can become the Prime software sustainment provider for the Air Force Distributed Common Ground System (AF DCGS) Legacy & Enduring Identity Access Management (IdAM) capability. The AF DCGS IdAM capability is powered by the Identification, Authentication, and Authorization Services (IAAS) product suite. The IAAS is comprised of Perl, Oracle's Waveset and Directory Server Enterprise Edition (DSEE), and Open Single Sign-On (OpenSSO). The IAAS provides AF DCGS with a tiered architecture of identification, authentication, and authorization services that support controlled user access at the differing AF DCGS security levels (permissions) for sites, segments, and systems. IAAS provides account management and identity management services for all AF DCGS sites, segments, and components. IAAS also provides the foundation support for AF DCGS Public Key Infrastructure/Enablement (PKI/E) infrastructure and initial implementation. Finally, IAAS serves as the foundation service for both supporting and implementing an enterprise wide Single-Sign-On capability. This market research shows sellers within the market who can provide prime software sustainment and services for the IdAM follow-on contract. Supporting Information: The Government does not own any of the COTS SW source code, technical data rights, or intellectual property (IP) of the constituent IAAS software components which have Restricted data Rights. The Government has Limited data Rights to IAAS and does not own the IP or glueware that supports the integration and functionality of IAAS. The AF DCGS maintains third party licenses required to support the IDAM program. Sustainment of the system will be the sole responsibility of the Prime sustainment support and services provider.
