Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 Effective October 28, 2022. This solicitation is set for Full and Open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $30 million. The FSC/PSC is J065. The VA Health Care System at Boston Medical Center West Roxbury Campus is seeking to purchase the removal, storage, and re-installation of the Siemen s MRI magnet located at West Roxbury. All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 Ramping of the Magnet 4 HR 0002 Shimming of Magnet if required 12 HR 0003 Helium replenishment from ramping and moving magnet 125 LI 0004 Removal and Reinstallation of Magnet to facilitate shielding repair including 6 months of off-site storage Service provided. 1 JB SOW for Storage of West Roxbury Siemens 1.5T MRI magnet All project management, labor, equipment, transportation, rigging and materials to provide deinstallation, removal, up to 6 months of off-site temporary storage connected to a fully operational cryogen farm, redelivery, and reinstallation of the Siemens 1.5T MRI magnet from and to the VA Boston Healthcare System (BHS) West Roxbury campus. The magnet must always be maintained and operational according to Siemens-specified conditions to ensure this Siemens 1.5T MRI magnet is not damaged in any way and is fully operational when reinstalled. These services will also include: -labor hours of ramping the magnet -labor hours of shimming the magnet -helium for replenishment from the ramp and move Siemens is the original equipment manufacture of this MRI and the Siemens Functional Location is 400-485061. The contract period of performance is 1/10/2023 to 9/30/2023. If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV 2021) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (OCT 2022) All quoters shall submit the following: Capability Statement. All quotes shall be sent to the Contracting Specialist at manases.cabrera@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any. Submission of your response shall be received not later than December 19, 2022 at 2:00PM EST at manases.cabrera@va.gov Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
