- N00164-22-R-WQ91- SOLE-SOURCE � MULTI-AGENT RADIO FREQUENCY PATH SIMULATOR EQUIPMENT FOR TESTING - PSC 6625 - NAICS 334220 Issue Date: 29 October 2021 � Closing Date: 15 November 2021 � 2:00EST Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of product improvements for the Multi-Agent Radio Frequency Path Simulator (MARPS) laboratory test system located at NSWC Crane, Crane, IN, Building 3330N.� The laboratory test system requires new equipment for an upgraded MARPS with an interface to the Wireless Infrastructure Test System (WiTS), as well as repair parts for existing MARPS systems. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Planar Monolithics Industries, Inc. (PMI) � 7311 Grove Rd. Frederick, MD 21704, under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. � A formal solicitation will not be posted to the beta.sam.gov website. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties are encouraged to submit company and product literature, a white paper no longer than 3 pages, and other pertinent information or descriptions in order to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration.
