Description
(i) This is a Request for Information (RFI) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement seeks potential vendors who can meet our requirement for Non-Cooperative Target Tracking (NCTT). (ii) The NTCC project is scoped as an infrastructure build project with the primary focus on the procurement and installation of sensor technologies that output TSPI data to required recipients. The project will provide COTS/Modified COTS display software to the stakeholders as required and both fixed site and mobile assets that allow for optimized local and extended range tracking. The resultant is a Test and Evaluation (T&E) infrastructure that enables safe and dependable test for autonomy and AI centered test missions by providing reliable, independent SA for UAVs and Swarms. This requirement is issued as a Request for Information (RFI) Only. An Industry Day will be in conjunction with this RFI for interested Companies. (iii) The North American Industry Classification System (NAICS) number for this acquisition is 334511 with a size standard of 1,250 Employees. (iv) We are inquiring about radar products which are available in the marketplace to support sub-scale UAS and UAS swarm tracking. The 412 Test Wing is requesting information on current product lines to include relevant information for assessing the ability of the product to track subscale assets (i.e., Radar cross section, altitude, distance, scan rates and number of vehicles tracked simultaneously). (v) Identifying Interested companies willing travel to Edwards AFB CA for an Industry Day to provide a real-world products demonstration against sub-scale UAS assets. The demonstration should include both radar and display tooling. The 412 Test Wing will make all accommodations for receiving and safe storage of shipped equipment. Electrical power and data communications will be provided on site to support the demonstration. (vi) Test Planning documents and all relevant test support information will be provided 90-days prior to the industry day test events to those companies interested in attending. (vii) The outcome of these industry day test events will support the decisions for sensor type selection, evaluation for fixed site installments, mobile assets selection and planning, and determine the best mix of radars to meet identified Key Performance Parameters (KPP). (viii) The information request focuses on both sensor and display systems abilities. The analysis work is characterized below: Sensor Systems: Demonstrating and characterizing the ability of the radar systems to track subscale UAVs accurately at varying distances Identify the ability of the radar system to track vehicles at slow and high speeds Ensuring the systems ability to minimize false tracks with Bird migration and traffic patterns (Hwy 58) Quantifying the ability of the sensors to track multiple vehicles simultaneously Assessing the sensors ability as an independent situational awareness capability to close safety gaps and concerns Determining if there is a need for supplementing radars with other technologies (optical, ADSB, etc.) to close test safety gaps or enhance Software tracing systems Display Systems Analysis: Demonstrating and characterizing the ability of COTS software systems to precisely track multiple UAVs operating simultaneously Understanding on the displays' ability to plot UAVs in proximity to each other Analyzing COTS displays to provide enhanced capabilities to support trajectory prediction (ix) The projected timeframe for the Industry Day will be July 2023. (x) If you are interested in this requirement, please submit: 1) Relevant information that describes the ability of the products to track subscale assets (i.e., Radar cross section, altitude, distance, scan rates and number of vehicles tracked simultaneously). 2) Relevant information that describes the ability of the products to display tracked assets (i.e., multiple UAVs in proximity and trajectory predictions) 3) Declare interest in participating in the Industry Day (xi) Please submit any questions regarding this RFI, in writing to the POC email listed below. QUESTIONS REGARDING THIS RFI ARE DUE 17 January 2023 on or before 10:00 AM Pacific Daylight Time (PDT). (xii) Required documents are due by 20 January 2023 at 11:00 AM Pacific Daylight Time (PDT). Offers must be sent to Susana Dryer at susana.dryer@us.af.mil via electronic mail. No late submissions will be accepted.
