- THIS IS A SPECIAL NOTICE ONLY.� This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government seeks feedback from industry on our planned approach and invites qualified contractors to schedule a feedback session via the information below.� GSA Region 4 has two upcoming Capital Security Projects (CSP) one in Augusta, Georgia and one in Hattiesburg, Mississippi and seeks industry feedback on the best approach to achieve the goals of each project within the appropriated funding. Both projects are unique to their specific locations however there are similarities. Generally the projects seek to address identified security deficiencies and building envelope issues at each facility. Specific project descriptions are provided below. GSA is currently evaluating project delivery methods for each project and seeks feedback from qualified architects and constructors as to the pros and cons of various approaches.�� Augusta Project Description: GSA is proposing a repair and alterations project for the Federal Justice Center and U.S. Courthouse.�The Augusta Courthouse is a fully occupied building located at 600 James Brown Blvd. Augusta, GA 30901. The facility serves the Southern District of Georgia and houses a senior U.S. District Judge, a U.S. Magistrate Judge, one visiting District Judge, and a visiting Magistrate Judge, judicial support staff, a U.S. Probation Office, and the U.S. Marshals service.� The U.S. Courthouse is a three-story (plus basement) federally owned building and has approximately 28,300 usable square feet. It is in the Federal Justice Center in the downtown historic district of Augusta,�GA. Constructed in 1916 and is�in good, original condition. It is significant as an example of the Renaissance Revival style of�architecture. An addition was completed in 1936 and the courthouse was listed in the National Register of Historic Places in 2000. The courthouse remains in excellent condition due to a 1995 renovation.� The primary purpose of the project is to improve physical security, by providing enclosed judges� parking, USMS sallyport, judge and USMS elevators, secured, restricted and public circulation, and improved lobby security. The project will address various security-related deficiencies as noted in the Administrative Office of the U.S. Courts September 2018 Capital Security Program (CSP) Study.�Specifically, the project will include new and improved separate circulation paths, a new sallyport, a new detention-grade prisoner elevator, a new secure judges� elevator, new USMS Holding Cells, and upgrades to lobby screening to ensure compliance with USMS standards.�The project will also address needed repairs and upgrades to include a new exterior ABASS compliant ramp, multiple building systems repairs, fire life safety system upgrades, new public lobby elevator and staircase, and interior upgrades to public facilities. The building will remain fully occupied and operational during this project.� The project has an Estimated Cost to Complete (ECC) value around $20M which includes Design services, Management and Inspection, and Construction costs. Hattiesburg Project Description: GSA is proposing a repair and alterations project for the William M. Colmer Federal Building and U.S. Courthouse (Colmer CT).� The Colmer CT is a fully occupied building located at 701 North Main Street in Hattiesburg, MS.� The facility serves the Eastern District of Mississippi and houses a senior U.S. District Judge, a U.S. Magistrate Judge, two visiting District judges, and a visiting Bankruptcy judge, judicial support staff, a U.S. Probation Office, and the U.S. Marshals service. The Colmer Courthouse was constructed in 1974 and is three-stories plus basement and has approximately 60,000 usable square feet. � The Courthouse is located in close proximity to the Hattiesburg downtown historic district and is eligible for the national historic register.���� The primary purpose of the project is to improve physical security, repair the deteriorating exterior envelope, and upgrade multiple building systems.� The project will address various security-related deficiencies as noted in the Administrative Office of the U.S. Courts September 2020 Capital Security Program (CSP) Study.� Specifically, the project will include new and improved separate circulation paths, a new sallyport, a new detention-grade prisoner elevator, upgrades to a secure judges� elevator, new courtroom holding cells, and upgrades to lobby screening to ensure compliance with USMS standards.� The project will also address needed repairs and upgrades to the exterior envelope, multiple building systems to include the fire life safety systems, and interior upgrades to public facilities.The building will remain fully occupied and operational during this project.� The project has an Estimated Cost to Complete (ECC) value around $27M which includes design services, Management and Inspection (M&I) and Construction costs. . Specific Feedback Requested: GSA seeks specific feedback on the following items: What delivery method would you suggest as the most advantageous to the Government? Furthermore, what delivery method would you recommend helping mitigate risks of present market escalation and/or volatility? The Augusta project has an A/E under contract and therefore GSA is considering either Construction Manager as Constructor (CMc) or Design/bid/build. For the Hattiesburg project GSA is considering all delivery methods including Design/Build, CMc, and Design-bid-build.� Are there any labor or supply issues you foresee could affect these projects?� What challenges, suggestions, or solutions are currently being pursued to address long lead time supply chain issues and market conditions? What type and extent of professional services and/or studies could GSA provide that would assist firms in putting together the most complete proposal? Given the Government estimated/expected timelines/durations for each possible delivery method and proposed project phasing (included below): Please provide any additional feedback that you feel would assist the Government relative to scheduling/timelines. Are the Government estimated timelines achievable?� Augusta: Design-Bid-Build: 365 days for design and 730 days for construction with approximately 180 days acquisition for the two contracts for a total of 1,275 days. Augusta: Construction Manager as Contractor (CMC): 365 days for design and 730 days for construction with approximately 180 days acquisition for a total of 1275 days. Hattiesburg: Design-Bid-Build: 400 days for design and 540 days for construction with approximately 120 days acquisition for each of the two contracts for a total of 1,180 days. Hattiesburg: Design/Build: 400 days for design and 540 for construction with approximately 120 days acquisition for a total of 1,060 days Hattiesburg: CMc: 400 days for design and 540 days for construction with approximately 90 days acquisition for a total of 1,030 days The CMc delivery method currently requires contractors to comply with CAS (Cost Accounting Standards) either full coverage or modified coverage. What is your firm�s experience with CAS? And would this affect your decision to pursue this project?� Are you familiar with GSA�s P100 requirements?� GSA is seeking industry feedback on risks and opportunities with meeting these requirements. Discuss experience/expertise your firm has in Federal Buildings/Courthouses with projects of this type and magnitude?
