========UPDATE:� SRP-4 RFP ADDITIONAL INDUSTRY QUESTIONS/RESPONSES============= Additional Industry questions have been received.� Questions and answers are added to the list of attachments to this posting.� THERE IS NO CHANGE TO THE PROPOSAL DUE DATE OF 17 JAN 2023, 2pm MST. Attachment title:� Additional Industry Q's CRM_2022-12-21 NOTE:��ALL inquiries need to be sent through the Procurement Contracting Officer by email to�ALL OF THE FOLLOWING: Alicia Cawley at alicia.cawley@spaceforce.mil, April Miller at april.miller@spaceforce.mil, and Emily Parks-Garcia at emily.parks-garcia@spaceforce.mil. +++++++UPDATE:� SRP-4 PROPOSAL DUE DATE+++++++++ The proposal due date has been extended from 16 January 2023 to 17 January 2023 (due to a federal holiday) to ensure that proposals can be received. Additionally, additional questions were received.� The questions and responses are below: QUESTION:� Regarding the submission of proposals, January 16 is a holiday.� Will the Government accept deliveries on this date? RESPONSE:� The proposal due date is changed from 16 January 2023 to 17 January 2023 to account for the holiday and to ensure that proposals can be received. QUESTION:� An Integrated Schedule is required in Section L Subfactor 2 paragraph 4.2.2.4 as well Section L Technical Appendices paragraph 4.2.3.2.� Can you clarify whether the Integrated Schedule should be part of Subfactor 2 or part of the Technical Appendices, and whether it is included in the page limits? RESPONSE:� The technical appendices are not part of the page count.� Paragraph 4.2.2.4 states, �(See paragraph 4.2.3.2 below.)�� Paragraph 4.3.2.2 outlines the contents of the technical appendices.� Since the language in 4.2.2.4 has no content other than to refer to the appendices, it is clear that the mission schedules belong there.� Additionally, Paragraph 2.8.1 states, �Unless otherwise specified, each page shall be counted except for the following:� cover pages, tables of contents, tabs, glossaries, correlation matrices, technical appendices.�� Paragraph 4.2 lists the contents of the Technical Volume which includes the Sample Mission IS in the Technical Appendices; see (4)(b) and (c). All questions or comments need to be sent through the Procurement Contracting Officer. ******UPDATE: SRP-4 AMENDMENT 1****** Space Systems Command (SSC) is releasing an amendment to the request for proposal (RFP) for the Sounding Rocket Program-4 (SRP-4) On-Ramp multiple award Indefinite Delivery/Indefinite Quantity contract in response to questions from industry and the identification of administrative errors. As a result, the following changes have been made. Section L, 6.2.3.5.2 (Page L - 17-18 of 46) - removed reference to SMC's OCI Mitigation Plan Checklist, as the form is now obsolete. RFP change pages are attached to the SRP-4 On-Ramp RFP Amendment 0001 for Section L (pages 17-18 of 46) for the correction above. Change pages have corrections highlighted for ease in tracking. In addition to the SRP-4 On-Ramp RFP amendment, the responses to the questions provided by industry to the RFP are also hereby posted below: (1) Do you have a ""word"" version of the SF33? Response:� No. (2) Do you have a subcontracting plan template you would like offerors to use? Response:� No.� Please see FAR 19.704 and applicable supplements. (3) Section L of the RFP par. 6.2.3.5.2 (p.244) indicates Offeror's�to submit OCI Mitigation Plan checklist.� Please provide the checklist? Response:� The reference to the obsolete OCI checklist has been removed from paragraph 6.2.3.5.2 , pages 17-18 of Section L. The RFP amendment (posted here) reflects that change. Offerors must acknowledge receipt of this amendment by completing Sections 8 and 15 of the SRP-4 On-Ramp RFP FA8818-23-R-0002 Amendment 0001 SF 30, and including one (1) signed copy in the offeror�s SRP-4 On-Ramp Proposal Volume III, Contract Documentation. THE DUE DATE OF THE SRP-4 ON-RAMP PROPOSAL IS NOT REVISED AS A RESULT OF THIS AMENDMENT. ----------------------------------------- PLEASE NOTE THE SRP-4 ON-RAMP RFP CONTAINS A DIFFERENT RFP NUMBER (FA8818-23-R-0002) AND CONTAINS SOME UPDATES TO THE Initial SRP-4 RFP (FA8818-16-R-0022) The Space Systems Command (SSC) is releasing a Request for Proposal (RFP) to conduct a Source Selection to on-ramp new vendors to the Sounding Rocket Program � 4 (SRP-4) multiple award Indefinite Delivery/Indefinite Quantity contract. SRP-4 currently has two vendors who were awarded contracts subsequent to the initial competitive Source Selection. �In addition to the SRP-4 On-Ramp RFP, the Initial Minimum Award Task Order and responses to the questions provided by attendees at Industry Day are also included in this posting. NAICS 336414, size standard 1,250 employees applies for this proposed acquisition. The SRP-4 Bidder�s Library is accessible to interested parties by request only. The library provides a collection of relevant program guidance and reference documents not generally available on a public basis, to which offerors may need access in order to develop high quality proposals. Parties interested in accessing the SRP-4 Bidder�s Library should send their requests to the email addresses below. The SRP-4 Bidder�s Library will be mailed to a specified address via DVD ROM. The requests should include: Company Name Mailing Address, POC Name, email, and phone number Commercial and Government Entity (CAGE) code Statement that the Contractor has an active certification from the Joint Certification Program (JCP). Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level.
