- This is the first modification to the Request for SF330s on the subject action (36C776-23-R-0024). The purpose of the modified notice is to: Answer vendor questions Provide updated Statement of Work for Brockton Revise the evaluation factors and key personnel to add commissioning scope Answer vendor questions: Should a separate draft schedule be included in the SF330 for each of the five projects? There should be one draft schedule. The overall schedule must have enough detail for each site so that the activities needed to complete the designs for each station are shown. The schedule also must show how you intend to work all projects at/around the same time. Are there required Bid Alternates? No, there are no bid alternates for any of the projects. Is a state specific stamp for Architecture and Engineering required? No Is there Commissioning, if so who provides it? Yes, commissioning is required. Please review each draft SOW for commissioning information. Where commissioning is required, the A/E will provide it. For the Brockton VAMC project, how far do Option 1 and Option 2 need to be developed? Basis of design (10%) Should submissions be for all projects or just those we are interested in? How many contracts will be awarded? As stated in the Request for SF330s, a single-award Indefinite Delivery Definite will be awarded and each of the five projects will be individual task orders awarded on that vehicle. Therefore, you must submit a response that addresses all five projects. Only one contract will be awarded that covers all five projects. Please review the SF330 for more details. Updated Statement of Work - Brockton: The Brockton Statement of Work has been updated to accurately reflect the square footage needs for Option 1 and Option 2. Corrections to the table under Space Requirements as well as the amount of square footage needed via Option #1 or Option #2 have been made. Additionally, Brockton s Statement of Work has been updated to add commissioning to the scope of the A/E Part Two Services (Construction Period Services). The revised Statement of Work dated 12-16-2022 is attached. Updated Evaluation Factors: The Request for SF330 s is hereby revised to: Include a Commissioning Agent in Factor 2, Professional Qualifications, as a required discipline as follows: Factor 1. Professional qualifications (sections C through E) At a minimum, the offeror shall describe the professional qualifications and not less than five (5) years of experience in the required disciplines. Disciplines required for this project include, but are not limited to: Commissioning Agent, IT Specialist, Architecture, Mechanical, Electrical, Plumbing, Structural, Civil, Fire Protection, Hazardous Material Abatement/Industrial Hygiene, Physical Security (note must hold the Certified Protection Professional (CPP) or Physical Security Professional (PSP) certification issued by ASIS International), Cost Estimation, and Project Management. Include commissioning in the scope of Factor 6, Experience in construction period services, as follows: Factor 6. Experience in construction period services (section H) for projects similar in scope to include professional field inspections during the construction period, coordination with project commissioning requirements, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. The full text of the revised Request for SF330 is attached for reference with the changes highlighted in yellow. The due date remains 12/29/22 at 1:00PM.
