COMBINED SYNOPSIS/SOLICITATION: 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is W912L6-23-R-0002 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 dated October 28, 2022. The FAC and FAR are available at https://www.acquisition.gov. 3. This solicitation is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code 721214, Recreational and Vacation Camps with a size standard of $8,000,000.00.� 4. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. 5. It is the Government�s intent to award MULTIPLE Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA), up to three (3), for Recreational and Vacation Camps Services for the Oklahoma Army National Guard (OKARNG) Family Programs. The multiple awards will create a pool of Contractor�s to create a competitive environment for this requirement for each event. The BPAs will have a performance period of a base year and three (3) 1-year ordering periods. 6. As used in this clause� �Department of Defense Activity Address Code (DoDAAC)� is a six-position code that uniquely identifies a unit, activity, or organization. �Document type� means the type of payment request or receiving report available for creation in Wide Area Work Flow (WAWF). �Local processing office (LPO)� is the office responsible for payment certification when payment certification is done external to the entitlement system. �Payment request� and �receiving report� are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access.
