PRE-SOLICITATION NOTICE � NOTICE OF INTENT NOI-NIAID-2156872 NAICS � 811210 This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Getinge USA Sales, LLC for a 1-month bridge between annual service agreements for autoclave maintenance coverage in the Comparative Medicine Branch/Division of Intermural Research for the month of January 2023. The National Institute of Allergy and Infectious Diseases (NIAID), Comparative Medicine Branch/Division of Intermural Research (CMB/DIR) is responsible for the care, housing and husbandry or all DIR/NIAID research animals. Autoclaves are a vital component of the CMB animal care program mission. All rodent caging is required to be sterile upon entry to the animal rooms and the majority of the caging is required to be sterilized prior to being sent to the waste stream. Because the CMB maintains biohazardous agents as well as Animal Biosafety Level 3 agents, the loss of service of any of them could be catastrophic. The current requirement is to provide uninterrupted autoclave maintenance coverage between the expiring annual agreement and the new agreement not yet ready to be put into place. This service has been provided by Getinge and needs to remain with them during this interim period while the new negotiations are pending. The stautory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2156872) to Dana Monroe at dana.monroe@nih.gov, by 05:00 pm eastern time December 26, 2022. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
