- Description
- The North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) system provides timely, unambiguous, and continuous warning and attack assessment of air, missile and space threats to North America, and geographical theaters. This system integrates and correlates missile launch and sur surveillance information from certified sources to assesses the nature of an enemy launch/attack and issues warnings to the US National Command Authority, Canadian National Leadership, National military Command center and war-fighting Combatant Commanders (C2). NCMC-ITW/AA and Legacy Space C2 systems provided NORAD/NORTHCOM, USSTRATCOM, and US Space Force command structures with the information management, decision aids, and connectivity required to monitor, assess, plan, and execute assigned strategic, space operations, and missile defense missions The Combatant Commanders Integrated Command and Control System (CCIC2S) is a unique, integrated, C2 system of systems, to provide data communication between external sensors and end users, mission processing for air and missile warning mission and system operations functions. The system supports nation strategic objectives with Integrated Tactical Warning/Attack Assessment (ITW/AA), provides missile and air warning cueing, and engagement information to theater combatant commanders. The system consists of terrestrial and space-based sensor outputs, C2 nodes, communication and dissemination links, connecting the US and Canadian defense information networks. Emerging threats require new and innovative Strategic C2 approaches for strategic warning time analysis, attack origination identification, weapon system identification, multi-phenomenology track custody, event correlation, threat determination, and multi-domain attack characterization. The Government desires solutions to integrate, process, display and evaluate high fidelity data from NTS data sources within the CCIC2S enterprise. To display a common operating picture, improve prediction accuracy and tracking, giving an increase in time for critical decisions and responses. Requested Information The Government is seeking to identify potential vendors who have experience with integration and display data from Mission Defense (MD) and Non-traditional Sources (NTS) to enhance the Missile Warning (MW) mission to achieve the objectives outlined below. Objective 1: Ballistic Missile Defense Data Integration Integrate new data sources to include Ballistic Missile Defense Communication Node (BCN) and Ground-Based Midcourse Defense (GMD) Communications Network (GCN) of the Missile Defense Agency (MDA) Command and Control, Battle Management, and Communications (C2BMC) integration element of the Ballistic Missile Defense System (BMDS). Harmonize displays, modernize database content with additional multi-domain meta-data to improve threat assessment and attack characterizations required to address existing threats. Establish a highly scalable data repository and storage to develop a Data Lake. This Data Lake shall allow for easy future integration of new data types as well as be structured, prepped/tagged to enable future requirements. Objective 2: Testing From Objective 1, leverage the new integrated sources developed, develop regression test objectives, integrated master schedule, plans and procedures to bring the integrated objective 1 solutions to an approved operational state. The plan shall address classification levels, CCIC2S system requirements and operational requirements as well as a level of effort to support regression testing and regression test findings resolutions. 12/21/2022: This posting is being updated to provide industry with the DRAFT PWS for informational purposes only.
