- Description
- The U.S. Army Contracting Command- New Jersey (ACC-NJ), located at Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Maneuver Ammunition Systems (PM MAS), intends to issue a Request for Proposal (RFP) to provide program support services for the life cycle management of programs within multiple ammunition product lines. The Large Caliber support services shall consist of three support areas: Armor Brigade Combat Team (ABCT) / Current 120mm Subject Matter Expert (SME), 105mm and 30mm Stryker SME, and Next Generation Combat Vehicle (NGCV) / Future Munition Integration SME, which includes the 50mm caliber of ammunition to assist PM MAS with assigned Army missions. Under this program, the Contractor shall provide PdM Large Caliber with contractor program support services, as well as experience and expertise in the areas of large (30mm, 105mm and 120mm) caliber ammunition, as they pertain to the Army and the Department of Defense (DoD) in accordance with the Performance Work Statement (PWS) in Section C and all RFP requirements. Duty station is Ft. Benning, GA, but extensive travel will be required. The acquisition strategy is to solicit on a 100% Small Business Set-Aside (SBSA) basis. This requirement will be a competitive acquisition for a single Firm Fixed Price (FFP) contract with a base award and four one-year options. The period of performance for the base year will be from 02 November 2023 � 01 November 2024. Each option year will be for a period of 12 months each. The Government intends to utilize the Best Value trade-off method for selection of an award. This is a pre-solicitation notice and does not constitute a request for competitive proposals at this time. The Government anticipates releasing an RFP on or about 15 days after posting this notice. All information is to be furnished at no cost or obligation to the Government. It shall be noted that ACC-NJ will require proposals to be submitted via the Solicitation Portal, which is located in the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil. In order to do so, vendors must be registered as a Proposal Manager in PIEE. Vendor registration instructions can be found at: https://www.acq.osd.mil/asda/dpc/ce/cap/docs/piee/PIEE_Solicitation_Module_Vendor_Access_Instructions.pdf. Proposals submitted by mail or hand carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FPT) sites or DoD Secure Access File Exchange (SAFE) will not be retrieved.�
