Description
The Naval Sea Systems Command (NAVSEA) Program Executive Office, Integrated Warfare Systems (PEO IWS), seeks to provide interested parties with relevant Government Furnished Information (GFI) in advance of a solicitation for the procurement of a Nationwide Maritime Surveillance System (NMSS) for the Egyptian Navy (EN). The Government intends to solicit on the basis full and open competition, estimated for issuance in GFY23 Q2. This requirement comprises provision of an NMSS: Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) system for maritime domain awareness to the EN. NMSS will provide security information required by the EN to make decisions on the defense and security of its maritime boundary, natural resources, and ports. The Contractor shall provide NMSS surface search near shore, underwater detection, tracking, and monitoring capability along the Mediterranean Sea and Red Sea coastal borders of Egypt. Interested parties approved by the Contracting Officer may receive controlled unclassified information at this time in preparation for the upcoming solicitation. To be approved, interested parties shall�agree to and submit a signed Terms of Use Agreement (TOUA), and provide a copy of their active DD Form 2345, Militarily Critical Technical Data Agreement, to the points of contact listed below. See the attachment for additional detail and instructions. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE. This notice is issued for informational and planning purposes only and is not to be construed as a commitment by the Government to issue a solicitation or to award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. If a solicitation is issued, it will be announced in a separate notice to sam.gov and all interested parties must respond specifically to that solicitation. Response to this notice is not a require to be added to a bidders' list or to receive a copy of the solicitation directly.
