Description

NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road, Pittsburgh, PA 15215, intends to award a sole source Firm-Fixed-Price Contract to Orascoptic for the provision of the delivering equipment for one (1) Eye Zoom Adjustable Power Loupe (3,4, & 5), four (4) HDL 2.5 Macro Power Loupe and one (1) HDL 3.0 Power Loupe and its accessories. located on site at the Lebanon VA Medical Center, 1700 South Lincoln Avenue, Lebanon, PA 17042. These Power Loupes offer the following capabilities: The Eye Zoom Adjustable Power Loupe is the first and only 3-in-1 variable magnification loupe. The Eye Zoom Adjustable Power Loupe seamlessly between magnification levels 3x, 4x and 5x, has a field width of 4 inch at 3x, 3.25 inch at 4x and 2.5 inch at 5x. The working distance and declination angle are customized to each user. The HDL 2.5 Power Loupe delivers the clearest image quality in the industry with best-in-class optical resolution and light transmission, offers a sizeable field width that allows instruments to be transitioned into the filed of view with ease, the elongated bezel works to reduce head tilt by capitalizing on steeper declination angles. The HDL 2.5 Power Loupe is made with Grade A fine annealed glass lenses fused with anti-scratch and anti-reflective coatings and a high index polycarbonate material. The HDL 2.5 Power Loupe field of width is 4-inch, field of depth is 5-inch, magnification power is 2.5x and the working distance and declination angle are customized to each user. The HDL 3.0 Power Loupe is one of the lightest 3.0x magnification loupes available, provides edge-to-edge clarity and a generous field of view and 3x magnification. The HDL 3.0 Power Loupe is made with Grade A fine annealed glass lenses fused with anti-scratch and anti-reflective coatings and a high index polycarbonate material. The HDL 3.0 Power Loupe field width is 3.1inch, field depth is 7.5 inch, the working distance and declination angle are customized to each user and the magnification power is 3x. The equipment components that shall be delivered for this system are as follows: 1) EYEZOOM ADJUSTABLE POWER LOUPE (3, 4 & 5) (1 each), 2) ENDEAVOUR XL LIGHT SYSTEM TRUCOLOR, 3) HDL 2.5 POWER LOUPE (MACRO) (4 each), 4) SPARK LIGHT SYSTEM TRUCOLOR (W/BLACK CASE) (3 each), 5) EASE-IN GREAN (SOFT TISSUE) (4 each) and 6) HDL 3.0 POWER LOUPE (1 each). This contract action is for supplies for which the Government intends to solicit from a single source under the procedures in FAR 13.106-1(b) used in accordance with 48 CFR 13.106-1. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) for this requirement is 339112 with a small business size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 4:00 P.M., EST, on Tuesday, January 4, 2022, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
