- THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO ADDITIONAL SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THIS MARKET RESEARCH IS TO GAIN KNOWLEDGE OF INTEREST, CAPABILITIES, AND QUALIFICATIONS OF INTERESTED VENDORS AND WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT. The United States Department of Agriculture, Forest Service, East Zone, Supply & Services CSA #3 � Southern Region intends to issue a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for performing site preparation and midstory control by means of mechanical ground broadcast herbicide applications with Government-Furnished herbicides and adjuvants for the USDA Forest Service, Savannah River (USFS-SR) stationed in New Ellenton, South Carolina. Services will need to be provided in Aiken, Barnwell, and Allendale counties located on the Savannah River Site (SRS) owned by the Department of Energy (DOE). The planned requirement will be a single award Firm-Fixed Priced Contract with a base year and four option years. The Forest Service cannot provide personnel nor equipment to complete the requirements; therefore, the awarded contractor(s) must provide all management, supervision, labor, and supplies. The contractor(s) personnel must have necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices. Sources are being sought for entities with a North American Industry Classification System (NAICS) code 115310, Support Activities for Forestry, with a Small Business Size Standard of 8 Million Dollars. We are requesting information on business sizes and categories listed in item #2 below. Responses are requested with the following information: Vendor�s name, address, UEI, points of contact with telephone number(s) and e-mail address(es); Business size/classification to include any and all business types and sizes. Description of capability to perform any or all of the following services with an articulated rubber-tired skidder with spray tank: Site Preparation: Cutover stands and brush fields. Each area will vary with topography, vegetation, brush, number of standing live or dead trees, logging slash density, cut tree stumps that vary in height, and varying number of designated reserve and snag trees. Eliminating unwanted vegetation, woody plants, and trees from cutover stands or brush fields preceding pine, hardwood, and crop regeneration. Spray applicator shall be calibrated and adjusted to apply herbicide mixtures evenly over the stand or stands and brush fields at the specified rates required. Prescribed coverage is 100% of stand or stands and brush fields unless otherwise indicated on treatment maps. Red Cockaded Woodpecker (RCW) Mid/Understory Control: Mature longleaf pine plantations or forests, each stand will vary with topography, vegetation, brush, number of standing trees, logging slash density, and possible cut tree stumps that vary in height. Eliminating the layer of foliage (vegetation, woody plants, and trees) intermediate in height between the canopy and ground that deprive nutrients and moisture from the desired species of trees. Spray applicator shall be calibrated and adjusted to apply herbicide mixtures evenly over the stand or stands at the specified rates required. Prescribed coverage is 100% of stand or stands unless otherwise indicated on treatment maps. Seed Production Mid/Understory Control: Mature longleaf pine plantations or forests. Each stand will vary with topography, vegetation, brush, number of standing trees, logging slash density, and possible cut tree stumps that vary in height. Eliminating the layer of foliage (vegetation, woody plants, and trees) intermediate in height between the canopy and ground that deprive nutrients and moisture from the desired seed trees. Spray applicator shall be calibrated and adjusted to apply herbicide mixtures evenly over the stand or stands at the specified rates required.
