2 | Page This Sources Sought Notice is to seek potential socio-economic concerns who may be able to provide Chief Therapeutic Medical Physicist (.5 FTE) and Dosimetrist (.3 FTE) services on behalf of the Department of Veterans Affairs, Northport VAMC.  This market research survey is not a Request for Quotes/Proposals, Proposal Abstracts, or Invitation for Bids or an indication that the Network Contracting Officer will contract for the services contained in the Sources Sought. The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified large business sources (2) the availability and capability of qualified small business sources; (3) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concern, (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. If a competitive solicitation is issued, it will be announced on SAM, Contract Opportunity website, SAM.gov | Contract Opportunities. General Description of Services: The contractor shall provide .5 Full Time Equivalent (FTE) (1,000 hours) Board Certified Chief Medical Physicists and .3 FTE (624 hours) Board Certified Dosimetrist services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs and Northport VAMC. The VA Radiation Oncology Services are accredited by ACR and follow the standards & guidelines set forth by American College of Radiology (ACR). As such any Contractor providing on-site radiation oncology services must adhere to all the American College of Radiology Guidelines & Technical Standards for Radiation Oncology: A contractor providing on-site radiation oncology services must provide evidence the radiation oncology practice meets or exceeds the American College of Radiology Guidelines for Radiation Oncology. http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/Radiation-Oncology http://www.acr.org/Quality-Safety/Standards-Guidelines/Technical-Standards-by-Modality/Medical-Physics Place of Performance: Services shall be onsite at the following location VAMC Northport 79 Middleville Road Northport, NY 11768 Radiation Oncology, Bldg. 200, Clinical Addition, Basement, Room D044 Estimated Period of Performance: Start Date: 07/01/2023. Procurement will be one base Period, with the possibility of four (4) one(1) year option periods. NAIC Code:   The intention is to gain knowledge of the current market capabilities in relation to NAICS Codes 541690. Qualifications/ Certifications/Educational Level: Chief Therapeutic Medical Physicists must be Board Certified in Medical Physics or Therapeutic Medical Physics (TMP) by the ABR and maintain licensure with the Board of Licensure for Professional Medical Physicists, if applicable. Certification must be maintained throughout the contract POP. In the event that Contractor s medical physicist(s) is/are not directly employed by the treating facility, documentation must be provided to ensure adequate certification. Board Certified Chief Therapeutic Medical Physicist Ph. D Level: Must have at least five (5) years of documented post-board experience after board certification and at least three (3) years of continuous work experience within the last five (5) years to ensure the TMP s experience is current and relevant. Senior TMP must also have the following minimum years of experience, expertise, and knowledge on the following procedures, equipment and software: Five (5) years of experience Documentation detailing experience in performing QA procedures. Three (3) years of experience Documentation detailing Therapeutic Medical Physics in a healthcare system that is ACR certified. Three (3) years of experience - Varian Linear Accelerators: IX and Trilogy with Brain Lab Accessories following standards of TG-142 Three (3) years of experience -Image Guided Radiation Therapy (IGRT) including Cone Beam CT (following standards of TG-142). Three (3) year of experience - Eclipse treatment planning system; and ARIA record & verify system, including the following treatment modalities: 2D/3D Conformal, SRS, SRT, SBRT, and IMRT/VMAT (following standards of TG-53) Three (3) years of experience - IMRT QA: Map Check I/II (or equivalent. Three (3) years of experience - Toshiba CT Simulator (or equivalent) and following standards of TG-66 Three (3) year of experience - Using Superficial X-ray Machine. Successfully perform one (1) acceptance testing (i.e., work with vendor to ensure proper working condition during installation) on a linear accelerator. Successfully perform one (1) commission of (i.e., gathered necessary measurements or data) a linear accelerator for a treatment planning system. Medical Dosimetrists must be Certified Medical Dosimetrists (CMD) certified by the Medical Dosimetrist Certification Board. In the event that the Contractor s Dosimetrist(s) is/are not directly employed by the treating facility, documentation must be provided to ensure adequate certification. This position can also be filled by a medical physicist with treatment planning experience. CMD must have at least two years of continuous work experience within the last three years to ensure the CMD s experience is current and relevant. CMD must also have the following minimum years of experience, expertise and knowledge on the following procedures, equipment and software: Two (2) years of experience - Documentation detailing experience in performing QA procedures. One (1) year of experience - Documentation detailing CMD experience in a healthcare system that is ACR certified. One (1) year of experience - Varian Linear Accelerators: Novalis TX with Brain Lab and ExacTrac, True Beam with Rapid Arc (or equivalent). One (1) years of experience - Image Guided Radiation Therapy (IGRT) including Cone Beam CT (following standards of TG-142). One (1) year of experience - Eclipse treatment planning system; and ARIA record & verify system, including the following treatment modalities: SRS, SRT, SBRT, and IMRT (following standards of TG-53) One (1) year of experience - MapCheck and ArcCheck (or equivalent) One (1) year of experience - Toshiba CT Simulator (or equivalent) Work Hours: The Contract Medical Physicist shall be available and present during normal clinic hours three days week, (8:00 am to 4:30 pm) which will be determined, and established by the Program Manager. Work hours of Operations for contractors may be revised, as deemed appropriate for patient care by the Program Manager.  The Contract Dosimetrist shall be available and present during normal clinic hours three days week, (8:00 am to 4:30 pm) which will be determined, and established by the Program Manager. Work hours of Operations for contractors may be revised, as deemed appropriate for patient care by the Program Manager.  Chief Therapeutic Medical Physicist shall be available during other than normal working hours to complete calibrations, annual checks and any other work that cannot be done during clinical operating hours.
