Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services: Grounds Maintenance and Snow Removal Services at the Boise VAMC. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Grounds Maintenance Services as defined in this performance work statement at Boise VA Medical Center in Ada County, Idaho. Potential candidates having the capabilities necessary to provide the above stated equipment with installation are invited to respond to this Sources Sought Notice via e-mail to `Craig Brown at craig.brown7@va.gov no later than 27 Dec 2022, 3PM Pacific. No telephone inquiries will be accepted. SCOPE: Grounds Maintenance - The Contractor shall maintain the grounds as indicated in Maps of Grounds. The Contractor shall provide sufficient personnel, equipment and material to adequately maintain the premises at an acceptable level as outlined in this contract. Work shall occur on a (day to be determined) schedule to include mowing, trimming and picking up grass clippings and yard debris. The Contractor shall maintain these areas in accordance with these guidelines. There are approximately 33 acres of improved grounds. All clippings, leaves and debris shall be removed and disposed of off VA grounds after each weekly service. The Contractor shall provide the COR an accurate estimate of the cubic yardage and documentation from approved yard debris recycling center for all material removed on a monthly basis. The following guidelines describe what is considered acceptable for intended services under this contract. The Contractor, through innovation, technology, or other means, shall perform the necessary grounds maintenance services in order to meet the quality and performance standards at frequencies determined by the Contractor. Performance shall be based on the Contracting Officer s or their designated representative s evaluation of performance and quality results, not the frequency or method of performance. SCOPE: Snow Removal - The Contractor shall provide all labor, appropriate equipment and tools necessary to perform on call snow and ice removal from roadways, parking lots, sidewalks, stairwells, and building entrances throughout the BVAMC. As per the SOW and the attached site map, the approximate acres to be cleared are 7.8 acres of parking lot and 1.5 miles of roadway with adjacent sidewalk. The Contractor must respond with an appropriate size crew and begin work within one hour of notification during normal business hours, 6:00 AM to 4:30 PM, Monday through Friday, and within two hours after normal business hours, nights, holidays, and weekends. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; capability statement and if the services are available on a current GSA Federal Supply Schedule contract. NAICS Code 561730 is applicable to determine business size standard. Any questions or concerns may also be directed to Craig Brown via e-mail. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
