- REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency � Aviation, Richmond, VA SUMMARY The Defense Logistics Agency (DLA) is issuing this Request for Information (RFI) seeking industry�s feedback on determining strategic support options that will reduce overpricing, customer lead times, backordered requisitions, customer costs, resolve manufacturing sourcing issues, and increase bid participation.� DLA is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support the Reverse Engineering Technical Data Initiative (RETDI) - Generation III Program. DISCLAIMER THERE IS NO SOLICITATION AT THIS TIME. This correspondence is for informational purposes only.� This notice is not a request for an offer, quote, or proposal and does not constitute a solicitation.� This notice shall not be construed as a commitment by the Government.� Submission of any information in response to this RFI is purely voluntary.� The Government is under no obligation to award a contract as a result of this correspondence.� Funding is not and will not be made available to pay for preparation of responses to this notice.� Any action taken or information submitted by respondents in response to this notice is strictly voluntary.� CURRENT PROGRAM OVERVIEW The current RETDI-Generation II program supports the acquisition of reverse engineering services to develop Technical Data Packages (TDPs) in support of the DLA and Department of Defense (DoD) sponsored requirements.� GENERATION III PROGRAM OVERVIEW DLA Aviation desires to establish a multiple source Blanket Purchase Agreement for non-recurring engineering (NRE) services leading to the development of engineering technical data.� Under RETDI-Generation III, contractor responsibilities may include, but are not limited to, �reverse engineering, technical data development, manufacturing plans, test plans, and other related technical assistance.� Anticipated Scope: Services associated with reverse engineering and development of technical data for various mechanical, electro-mechanical, hydraulic, pneumatic and structural components as identified by the Government.� The data developed under this contract will make it possible for the Government to qualify additional sources of supply.� There are three general tasks associated with the anticipated scope: Reverse engineering on a variety of DLA managed items of supply according to the reverse engineering process as described in MIL-HDBK-115.� Performance under this task is to complete the reverse engineering process in order to describe the technical characteristics of an item that will allow an exact likeness of the item to be manufactured successfully. Produce and deliver to the Government technical data derived from the reverse engineering effort.� Performance includes the production and delivery of technical data as defined in each respective PWS for each task order.� Periodically produce prototypes, write manufacturing and qualification test plans, and test prototypes if required in the task order�s PWS.� Performance includes the manufacture of prototypes in strict accordance with the technical data produced for the item in order to ensure the newly developed technical data is complete and accurate. In addition to conventionally manufactured prototypes, advanced manufacturing methods such as 3D printing/additive manufacturing of prototypes may be required. If your organization has the potential capacity and capability to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a service acquisition contract. BASED ON THE RESPONSES TO THIS RFI NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.
