- Description
- The Volpe Center supports the Federal Aviation Administration (FAA) System Wide Information Management (SWIM) organization (AJM-316) to establish SWIM as an interface to legacy and new air traffic management systems. Specifically, the Volpe Center provides essential SWIM support including development, analysis, and support of the Segment 2B SWIM Terminal Data Distribution System (STDDS). The objective of this contract action is to support the Volpe Center with their tasking to provide support services to the FAA in the ongoing function of the operational SWIM STDDS. Specific support services areas include, but are not limited to program management, software development, training, maintenance, operational analysis, and logistical support. Background FAA SWIM provides a secure information web to connect FAA systems to each other and enable interaction with other members of the decision-making community in the National Airspace System (NAS) including air navigation service providers, airspace operators, other government agencies, and industry and academic organizations.� SWIM provides policies, standards, governance, and core services infrastructure to enable secure and expeditious exchange of messages among many data producers and many consumers. STDDS provides Service Oriented Architecture (SOA) interfaces for tower and Terminal Radar Approach Control (TRACON) systems to send terminal data and events to the NAS Enterprise Messaging Services (NEMS) for subscription by NAS and non-NAS consumers. STDDS has already been fielded and is updated with software release cycles. STDDS interfaces with the Next Generation Runway Visual Range (NGRVR), and PC-based Runway Visual Range (PC RVR) systems, the Electronic Flight Strip Transfer System (EFSTS), the Airport Surface Detection Equipment Model X (ASDE-X) system, Airport Surface Surveillance Capability (ASSC) system, Tower Data Link Service (TDLS), and Standard Terminal Automation Replacement System (STARS) at airports and TRACONs to transform, derive and publish terminal information in XML format. Volpe Center was the prime system developer for STDDS. Task 1: Program Management Support Services The contractor will establish and maintain an organization to execute the requirements of the SOW. The contractor�s organization will be responsive to government project management requirements, control STDDS business and technical activities of the contractor, ensure prime contractor and subcontractor(s) compliance with contract and SOW, and effectively manage all subcontract(s). The contractor will assign a dedicated project manager (PM) with overall responsibility to organize, plan, schedule, implement, control, analyze, and report all elements of the task order. The PM will have sufficient authority to direct, execute, manage risk, and control all elements of the STDDS within the contractor�s scope of responsibility. The PM, as focal point within the contractor�s organization, will present and discuss as required the status of task order activities with the government CO and TOCOR. Task 2: Engineering Support Services The contractor will support requirements analysis, software development, and testing for any ongoing and future STDDS requirements as requested by FAA. The contractor will maintain software assets, including source code and software development assets, in a configuration management system. The contractor will be responsible for performing all software and hardware support as ordered by the government. The contractor will provide contractor support logistics support for the STDDS, which consists of STDDS software and hardware support, second-level engineering support, and supply support services as required.� Second level-engineering software and hardware support includes but is not limited to: providing in-depth STDDS expertise to diagnose STDDS problems, perform hardware and software issue analysis, and identify solutions. supporting STDDS requirements analysis and refinement. resolving STDDS software and hardware problems. STDDS software development and testing, software fix development, including software builds, adaptation builds, configuration adaptation support. problem resolution and keeping a corrective action database. keeping STDDS design and product documentation current; preserving configuration data. tracking and remediating Plan of Action and Milestone (POAM) needs attendant to identified system security issues, including an evaluation of strengths and weaknesses of alternative solutions. providing technical support and coordination with SWIM on-ramping activities as required and appropriate. supporting field site training by providing documentation, materials, and software to support the government�s training program. other technical activities deemed necessary in support of STDDS. Task 3: Sustainment Support Services The contractor will perform activities associated with supporting STDDS to ensure conformance with US DOT and FAA policy requirements as well as government standards such as those related to information security.� The contractor will keep fielded STDDS software up to date along with providing revised documentation and materials as required.� The contractor will assist Volpe as tasked by the FAA by providing documentation, materials, and/or software as requested to support the government�s evolving STDDS requirements related to human factors, safety, etc. The contractor will maintain a process for reporting problems and processing corrective actions. Contractor travel to the Volpe Center, William J. Hughes Technical Center (WJHTC) facilities, or other facilities in the NAS may be required as appropriate. Submission of Capability The Government is requesting a one-page response, in font size 12, for information related to experience, existing domain knowledge, and expertise associated with the System Wide Information Management (SWIM) Terminal Data Distribution System (STDDS).� This response must explain previous corporate, or personnel experience associated with the FAA�s SWIM program incuding STDDS.�
